Job Description
Help shape the integrity of Iowa’s real estate landscape at Iowa Title Guaranty (ITG), a division of the Iowa Finance Authority (IFA). The Iowa Finance Authority, located in Des Moines, Iowa, is seeking a strategic, people-focused leader to serve as the ITG Compliance Director. This is a key role responsible for advancing compliance excellence, strengthening partner relationships, and leading a high-performing team that protects one of Iowa’s most unique real estate programs.

Iowa Title Guaranty plays a key role in this mission by providing title coverage for Iowa real estate transactions. Unlike traditional title insurance, ITG partners with participating attorneys, lenders, and abstractors to ensure clear property ownership while supporting affordable housing initiatives across the state. As a self-sustaining program, ITG reinvests its surplus revenue directly into affordable housing initiatives- creating a powerful cycle of community reinvestment.
Key Responsibilities
As ITG Compliance Director, you will lead and evolve ITG’s consolidated compliance program while overseeing a team of compliance and production professionals.
- Lead a team of professionals (compliance officers and technical staff), providing coaching, direction, and performance oversight
- Manage and continuously improve ITG’s Participant Compliance Program, including policies, procedures, and review protocols
- Conduct and oversee compliance reviews and audits of ITG participants, including financial and escrow account reviews
- Partner with ITG leadership and legal counsel to ensure regulatory alignment and risk mitigation strategies
- Guide participants and internal teams through compliance expectations, training, and corrective actions
- Contribute to the development of policies, manuals, and program materials that support ITG operations
- Strengthen relationships with industry partners while promoting ITG programs across the state

The ITG Compliance Director is a non-merit, non-contract position that is classified by the State of Iowa as a Public Service Manager 1 and is exempt per FLSA regulations.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
- Eight years of full-time work experience in program administration, development, management, or operations.
- All of the following (a and b):
- Four years of full-time work experience work in program administration, development, management, or operations; and
- A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
- All of the following (a, b, and c):
- Two years of full-time work experience work in program administration, development, management, or operations; and
- A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
- A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
- Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
