Job Summary
Clipper Equity is seeking a Project Manager, Capital Expenditures to manage capital improvement and regulatory compliance projects across its New York City multifamily portfolio. The position will have a particular focus on Local Law 11 (FISP) façade work, Local Law 152 gas piping projects, Local Law 126, and other code-driven capital initiatives.
The ideal candidate has hands-on construction or project management experience and is comfortable coordinating consultants, contractors, property management teams, and regulatory agencies. The Project Manager will be responsible for driving assigned projects from initial scope and budgeting through construction, inspections, sign-off, and closeout.
Key Responsibilities
Project Planning & Management
- Manage multifamily capital improvement, renovation, façade, building systems, and regulatory compliance projects from planning through completion.
- Develop and manage project scopes, budgets, schedules, forecasts, phasing plans, milestones, and regulatory deadlines.
- Review drawings, specifications, proposals, and project documentation; identify value-engineering opportunities while maintaining quality, safety, and compliance.
- Collaborate with Asset Management and property operations to align projects with property objectives, long-term capital needs, and sustainability initiatives.
Procurement & Contractor Management
- Prepare and coordinate RFPs, bid packages, and contractor solicitations.
- Review and compare contractor and consultant proposals, scopes, pricing, and qualifications.
- Participate in contractor selection and negotiate contracts, change orders, unit pricing, and project allowances.
- Manage architects, engineers, contractors, expediters, special inspectors, testing agencies, and other project consultants.
Construction & Field Coordination
- Conduct regular site visits to monitor construction progress, workmanship, safety, schedule, and compliance with approved plans and specifications.
- Coordinate contractors, consultants, property management, resident managers, and building staff to minimize disruption to residents and building operations.
- Manage site logistics, resident access, construction phasing, and scheduling throughout project execution.
- Identify and resolve project issues and delays, escalating significant cost, schedule, construction, or compliance concerns as appropriate.
Regulatory Compliance
- Manage permitting, inspections, testing, approvals, and sign-offs with NYC Department of Buildngs, HPD, DEP, and other applicable agencies and utilities.
- Manage and support Local Law 11/FISP, Local Law 152, Local Law 126, and other NYC code-driven capital projects.
- Coordinate architects, engineers, special inspectors, contractors, expediters, testing agencies, and utilities to meet regulatory requirements and deadlines.
- Track filings, inspections, corrective work, documentation, and final sign-offs to maintain project and building compliance.
Budget, Schedule & Reporting
- Create and maintain project budgets, forecasts, schedules, cost tracking, and project milestones.
- Review invoices, change orders, contingencies, commitments, and project variances to maintain budget control.
- Monitor project performance and proactively address schedule delays, cost issues, and outstanding deliverables.
- Provide regular reporting to senior leadership on project progress, costs, schedules, risks, variances, and compliance status.
Project Closeout
- Manage punch lists and ensure completion of outstanding construction and corrective work.
- Coordinate required inspections, approvals, regulatory sign-offs, warranties, and closeout documentation.
- Maintain complete project records, including contracts, drawings, inspection reports, change orders, approvals, and as-built documentation.
- Ensure projects are fully closed out and records are maintained for compliance and future capital planning.
Qualifications
- Education: Bachelor’s degree in Architecture, Civil/Structural/Mechanical Engineering, Construction Management, or a related field preferred; equivalent relevant experience will be considered.
- Experience: 4+ years of project management experience in NYC real estate, construction, construction management, or an owner’s representative environment, preferably managing multifamily capital improvement and code-driven projects.
- Technical:
- Working knowledge of NYC Local Laws, particularly Local Law 11/FISP and Local Law 152; familiarity with LL126, LL97, and LL84/133 is a plus.
- Working knowledge of NYC Department of Buildings permitting, inspection, filing, and sign-off processes.
- Ability to read and review architectural, structural, and MEP drawings and specifications.
- Experience with scope development, value engineering, constructability review, and materials/finishes evaluation.
- Financial & Analytical:
- Experience with cost estimating, bid leveling, change orders, project budgets, forecasting, and cost control.
- Strong Excel skills and experience with project tracking, reporting, and dashboards.
- Project Management Tools:
- Proficiency with MS Project or Primavera; familiarity with Procore or similar project management software preferred.
- Skills:
- Strong coordination, communication, and stakeholder management skills across consultants, contractors, property management, and building operations teams.
- Highly organized, detail-oriented, and results-driven, with strong follow-through, problem-solving, and risk-management capabilities.
- Ability to manage multiple projects, priorities, and regulatory deadlines simultaneously.
Preferred Credentials & Experience
- Experience with occupied multifamily properties, façade restoration/building envelope projects, and gas piping projects.
- PE, RA, PMP, CCM, or other relevant professional certification is a plus but not required.
- OSHA-30 or equivalent construction safety training preferred.
Travel / Work Conditions
- Frequent site visits throughout Clipper Equity’s New York City portfolio.
- Ability to navigate active construction sites and participate in regular field inspections and project walkthroughs.

Pay: $120,000.00 – $150,000.00 per year
