DEFINITION: Under general supervision, performs technical and administrative support activities for the District’s Planning and Public Works Department; performs a variety of contracting duties including developing contracts, proposals, agreements, and bid documents; ensures all legal, mandated, and District requirements are met prior to contract execution; serves as the “point of contact” between departmental personnel, external contractors, and professionals; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the Public Works and Planning Director. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS: This journey level classification is responsible for independently performing a variety of complex technical and administrative duties in support of the administration of various Public Works contracts. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Provides technical and administrative support to the Planning and Public Works Department in the development, negotiation, and execution of contracts, ensuring that all contract activities and documents are compliant with mandated and District rules and regulations.
Assists with the preparation of RFPs and bid packages for the department’s construction projects and professional services; ensures compliance with District policies and procedures, and with established guidelines, rules, and regulations of public contracting.
Maintains department contracts, insurance, and licensing for outside contractors and vendors; ensures compliance with District policies and procedures.
Assists in developing, implementing and monitoring project budgets; recommends the allocation of resources to accomplish project goals and objectives; monitors and tracks various funding sources including state and federal grants.
Prepares and processes and maintains reports, forms, and records, such as requests for proposals, bid packages, contracts and agreements, and other legal documents for the department.
Prepares and administers a variety of contracts, professional service agreements, master service agreements, and related documents; works with departments and legal counsel to ensure documents are consistent with the District specifications, intent and interests; coordinates contract amendments.
Organizes and carries out administrative assignments; researches, compiles, and organizes information and data from various sources on a variety of specialized topics related to programs in assigned area; checks and tabulates standard mathematical and statistical data; prepares and assembles reports, manuals, articles, announcements, and other informational materials.
Composes, types, edits, and proofreads a variety of documents, including forms, memos, administrative, statistical, financial, and reports, and correspondence for department staff; inputs and retrieves data; checks draft documents for punctuation, spelling, and grammar; makes or suggests corrections.
Verifies and reviews forms and reports for completeness and conformance with established regulations and procedures; applies departmental and program policies and procedures in determining completeness of applications, records, and files.
Develops and implements file, index, tracking, and record-keeping systems; researches records within areas of assigned responsibility to prepare reports and provides follow-up information to customer, vendor, contractor, and staff inquiries.
Responds to requests for information on contracts from consultants, contractors, vendors, external customers, other departments and the general public.
Coordinates and integrates department services and activities with other District departments and outside agencies.
Attends and participates in a variety of project meetings.
Observes and complies with District and mandated safety rules, regulations, and protocols.
Performs other duties as assigned.
