JOB SUMMARY: Provide leadership and direction for Bid Inmate Worker staff in a manner consistent with PRIDE’s strategy. Manage PRIDE-wide Bids/Sales Contracts and efforts. Position is remote but will occasionally go into a Correctional Industry.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.

LAWS, RULES, REGULATIONS: Develop knowledgebase of applicable PRIDE Statutory Laws (FS 946, FS 283, FS 287), Federal Laws (FAR, Davis-Bacon Act, Service Contract Act, Walsh-Healey Public Contracts Act, Convict Labor Clause), State Laws (in and out-of-state procurement and commerce), Local (City, County, Municipality), Schools/Colleges (PUR1000, PUR1001, FAC 60A-1), Insurance & Bond Requirements and entity-specific procurement and commerce laws. Manage Bid inmate worker staff in a manner consistent with PRIDE’s Statutory Mission to provide training and marketable job skills to assist with re-entry into society.

Bid Subscription Services: Review existing Paid and Free Bid subscription services to garner agency coverage (in-state, out-of-state, federal, and international) options and determine ROI. Explore new Bid subscription services to enhance and/or replace existing services. Maintain Bid subscription services List, provide to manager for annual budget and manage payments.

Registrations: Manage Registration applications for initial submittal or renewal of Federal (SAM), State (MFMP), Out-of-State and Local (City, County, Municipality) Agencies to include updated company information and Commodity Code Listings. Coordinate activities associated with supporting the sales efforts of PRIDE’s sales business units and representatives, collateral materials, information, and other activities to facilitate sales closings. Execute integrated campaigns in support of marketing efforts.

Record/Files: Create and manage current and historical electronic files that encompass all pertinent documents and related information for Bids and Contracts. Develop a Bid Data Historical Archive for Pricing, Ranking, and Production Capability Information to use in compiling current competitive Bids. Provide management and oversight for the administration, execution, statistical reporting, and monitoring duties associated with PRIDE’s centralized bid and sales contracts department.

REPORTING: Develop and maintain Monthly Bid & Contract reporting (Bid & Contract Report) and conduct annual performance review, highlight trends, and survey procurement landscape with prospective examination (Bid & Contract Analysis).

ONLINE NAVIGATION: Cultivate and maintain website list and manage registered websites from which to navigate agency purchasing requirements, explore opportunities and conduct procurement business.

Bids Operational Procedures: Search out, retrieve, qualify, and send bid opportunities to PRIDE Industries to grow business.

Obtain Industry intent for participation or non-participation (‘No Bid’) of the requirement.
Ascertain logistics, package, and submit bid punctually.
Monitor and retrieve results of pending bids.
Communicate results to Industry/Corporate for business engagement, contract formation and file.

Bids Operational Procedures: Search out, retrieve, qualify, and send bid opportunities to PRIDE Industries to grow business.

Maintain and manage current contracts to ensure proper base & renewal documentation and relevant correspondence.
Process new contracts to include document review, obtain authorized signatures and communicate Corporate Official, Industry and Agency personnel.
Enroll multi-year bid win from previous year into contract list and develop files accordingly.
Requirements:
Education and Experience: High School Diploma with a minimum of 5 years’ Bid/legal documentation and sales related experience.
Language Skills: Ability to clearly communicate both verbally and in writing.
Mathematical Skills: Ability to perform intermediate business calculations and reporting.
Reasoning Ability: Ability to develop reasonable solutions to a variety of situations that may or may not have previous solution sets. This position requires on the spot decision making.
Specialized Knowledge and/or Skill: A basic understanding of the sales process and the supporting activities. Needs basic report writing skills.
Other Skills and Abilities: The ability to plan, lead, and direct the activities of a skilled and unskilled workforce. Teaching and training skills are a requirement. Must be proficient in the utilization of PRIDE’s ERP system.
