JOB SUMMARY
The Court Operations Director serves as the lead administrative and operations supervisor for the Juvenile Court. This role combines administrative leadership, office management, personnel administration, financial coordination, and program support.
The Manager oversees daily operations, supervises administrative staff, ensures accurate recordkeeping, supports budget development, coordinates case flow and workflow processes, and serves as a liaison to stakeholders. The position requires independent judgment, advanced administrative skills, and the ability to coordinate multiple systems while ensuring compliance with county policies, procedures, and legal requirements.
ESSENTIAL JOB FUNCTIONS
- Assists in coordinating administrative operations and workflow within the Juvenile Court.
- Provides supervision and guidance to Juvenile Court staff involved in case processing, records management, scheduling, and program support.
- Works closely with the Court Administrator to align Juvenile Court administrative practices with broader court standards.
- Assist with the implementation of Juvenile Court programs, including diversion, intervention, and accountability initiatives.
- Prepares, maintains, and organizes Juvenile Court operating and fiscal records;
- Prepares requisitions for invoices submitted for payment.
- Assists with preparation and monitoring of the Juvenile Court budget.
- Serves as a liaison with DFCS, DJJ, Juvenile Programs, law enforcement, school systems, community providers and all court related stakeholders
- Participates in policy development, strategic planning, and operational improvement initiatives.
- Monitors facility needs, courtroom support, and space management within Juvenile Court areas.
- Manages data reporting related to case flow, personnel, budgeting, and court programs.
- Represents Juvenile Court at meetings, committees, and community engagement events
- Maintains judicial calendars ensuring availability of judges and courtrooms
- Performs other related duties as assigned.

- Handles financial duties and budget tracking, purchasing and requisitions
- Manages personnel administration, employee records, hiring support, training, and discipline
- Coordinates departmental or court workflows, case flow processes, records, calendars, and compliance
- Serves as a liaison between the department/court and the public, partner agencies, and stakeholders
- Produces reports, maintains databases, handles confidential information, and implements policies
- Performs higher-level administrative leadership duties supporting department or court leadership
- Performs other related duties as assigned.
QUALIFICATIONS
Education and Experience:
Bachelor’s degree in public administration, criminal justice, legal studies, or related field required. Minimum three (3) years of experience in public administration, court operations, or juvenile justice programs. Any satisfactory equivalent combination of experience and training which demonstrates the ability to perform the above described duties may be acceptable.
Knowledge, Skills and Abilities:
- Knowledge of Juvenile Court procedures, case flow management, and applicable state laws.
- Experience working with youth‑serving agencies and court‑involved families.
- Strong organizational, leadership, and supervisory skills.
- Ability to maintain confidentiality and manage sensitive information.
- Proficiency with court technology and case management software.
- Effective written and verbal communication skills.
- Ability to communicate effectively both verbally and in writing
- Ability to maintain harmonious and effective working relationships with fellow employees, other agencies, County officials and general public
PHYSICAL DEMANDS
Physical:
- Primary functions require sufficient physical ability and mobility to work in an office setting and operate office equipment.
- Continuous sitting and upward and downward flexion of neck.
- Fine finger dexterity.
- Light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment.
- Pinch grasp to manipulate writing utensils.
- Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist.
- Moderate wrist torque to twist equipment knobs and dials.
- Occasional squatting, kneeling, and reaching above and at shoulder height.
- Moderate grasping to manipulate reference books and manuals.
- Lifting objects weighing 20-35 lbs. from below waist to above shoulders and transporting distances up to 50 feet.
- Verbally communicate to exchange information.
