A Brief Overview
The Healthy Start Performance and Compliance Manager is responsible for the oversight, coordination, and management of all data, reporting, and compliance activities associated with federally funded programs, including HRSA Healthy Start grants. This role leads the collection, verification, validation, analysis, and submission of program and grant data to ensure compliance with federal requirements and support improved patient outcomes. The position also oversees grant billing and contracts while ensuring alignment with program goals, scope of work, and performance measures. The Healthy Start Performance and Compliance Manager collaborates closely with clinical and non-clinical staff across programs to promote integrated, high-quality care delivery and ensure all grant activities support organizational and community health outcomes.
What you will do
- 1. Data Management & Reporting Oversee collection, verification, validation, and submission of program data for Healthy Start Ensure accuracy, completeness, and timeliness of data entered into required systems (e.g., HRSA reporting platforms) Analyze program data (enrollment, retention, outcomes, and service utilization) to identify trends and gaps Develop reports, dashboards, and performance summaries to support leadership decision-making Prepare and submit all required grant reports within established timelines
- 2. Grant Compliance & Administration Ensure compliance with all grant requirements, deliverables, and performance measures Submit grant applications, reports, invoices, and required documentation in accordance with deadlines Maintain audit-ready documentation for site visits, monitoring reviews, and compliance reporting Monitor scope of work to ensure services and expenditures align with grant requirements
- 3. Program Management & Operations Monitor program activity compliances across the Healthy Start program Ensure all program components are meeting defined goals, deliverables, and timelines Collaborate with Healthy Start Operations Manager to align workflows, services, and documentation with grant requirements Notify leadership of time-sensitive issues requiring decision-making or intervention
- 4. Quality Improvement & Performance Management Develop, implement, and monitor performance improvement and quality assurance activities Review clinical quality measures and support service costs to ensure alignment with grant expectations Track key performance indicators (KPIs) and implement corrective actions as needed Use data-driven insights to improve patient care, safety, and program effectiveness
- 5. Collaboration & Communication Work collaboratively with clinical and non-clinical teams across programs to support integrated care delivery Represent the organization in community meetings, consortiums, and partner engagements as needed Provide clear, timely communication regarding grant expectations, updates, and performance
Qualifications
- Bachelor’s Degree in Healthcare Administration, Public Health, Social Science, Data Analytics, or related field Required
- Master’s Degree Preferred
- Minimum 3 years experience coordinating or managing grant-funded programs, preferably in a healthcare setting Required
- Experience with HRSA-funded programs (Healthy Start) Preferred
- Demonstrated experience in data management and reporting Required
