The Kentucky Department of Juvenile Justice is a multi-faceted agency that serves juveniles of the Commonwealth. This is a highly responsible position in the Justice and Public Safety Cabinet. The employee is expected to perform all duties to the best of their ability, act in a responsible manner at all times, demonstrate leadership qualities, and treat all staff, youth, and persons with respect. Responsibilities include, but are not limited to, the following:
Develops and drafts statutes, regulations and policies accordance with Kentucky Revised Statues Chapter 13A for the Department of Juvenile Justice (DJJ) Policy Program.
Responsible for the formulation Kentucky laws regarding juvenile justice with the Kentucky General Assembly, Committees and the Legislative Research Commission and overseeing the statutory and regulatory processes for the Department Juvenile Justice.
Develops, drafts, analyzes statutes, regulations and policies in accordance with KRS 13A for the Department of Juvenile Justice Policy Program.
Formulates statutes and regulations pursuant to the requirements of the Legislative Research Commission and the U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention.
Manages and oversees the legislative process with LRC and works with staff attorneys to adhere to the requirements of KRS 13A.
Works with legislative committees, members of the General Assembly and other governmental agencies to amendment and collaboratively draft statutes and regulations regarding juvenile justice.
Acts as Department subject matter experts with U.S. Department of Justice and state agencies requiring expertise in DJJ statutes and regulations.
Ensures that laws are in compliance with both federal and state standards.
Meet with Legislative Committees to testify about legislation and budgetary impact of legislation.
Develops, prepares and/or recommends approval of departmental documentation and program forms collaboratively with agency stakeholders and workgroups.
Conducts policy research, analysis, and data analysis for stakeholders and workgroups.
Travel may be required.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor’s degree.

EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in any operation or program within the field of corrections, juvenile justice, criminal justice, law enforcement, recreation, academic or vocational education, health services or education, dietary or food management, construction project management, social work, or a related field.

Substitute EDUCATION for EXPERIENCE: A master’s degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Additional experience in corrections, juvenile justice, criminal justice, law enforcement, recreation, academic or vocational education, health services or education, dietary or food management, construction project management, social work, or related field will substitute for the education on a year-for-year basis.

Work is typically performed in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
