GENERAL SUMMARY

The purpose of this job is to oversee the non-judicial operations of the Civil/Probate Court and assist the Court Administrator in ensuring efficient management and compliance with Michigan Court Rules and State Court Administrative Office (SCAO) requirements. This role involves establishing budget priorities, case-flow management, SCAO reporting, calendar, and record-keeping functions of the Civil/Probate Court, as well as developing and implementing policies to improve access to justice for the public.

ESSENTIAL DUTIES & RESPONSIBILITIES

Provide administrative and procedural leadership to Civil/Probate Court staff, including the Chief Deputy Lead Clerk / Judicial Staff Attorney, Deputy Registers, , Probate Court Caseworker, Court Service Specialists, and Judicial Aides.
Manage personnel functions, including recruitment, training, performance evaluations, disciplinary actions, payroll, step increases, and leave approvals.
Exercise statutory legal duties as a Probate Register by conducting hearings, verifying compliance with legal and procedural requirements, taking testimony, and issuing orders under the Judge’s signature.
Supervise the processing of uncontested probate proceedings, such as decedents’ estates, guardianships, civil, trust files, conservatorships, and mental health commitments.
Develop and enforce policies and procedures to ensure compliance with evolving court rules, statutes, and SCAO guidelines.
Analyze court processes and implement changes to improve efficiency and compliance.
Oversee the maintenance and management of court records, ensuring accuracy, security, and compliance with state records standards.
Prepare and review reports for the Presiding Probate Judge, court administration, and SCAO, including statistical and performance reports.
Monitor and analyze court operations and recommend adjustments to enhance effectiveness.
Collaborate and coordinate with Circuit Court jury services for jury trial proceedings.
Evaluate, plan, and establish the Probate Court’s budget priorities and financial needs, including personnel, equipment, and space requirements.
Serve as a liaison between the Civil/Probate Court and external entities, including attorneys, litigants, law enforcement agencies, and community organizations.
Respond to inquiries, resolve complaints, and provide training on Civil/Probate matters to external groups, necessary staff, and agencies.
Receives, processes and files case documents.
Responds to inquires from Probate court staff and the public.
Perform related work as required

MINIMUM QUALIFICATIONS

Required Education and Experience

Bachelor’s degree from an accredited college or university in criminal justice, judicial administration, public administration, psychology, social work, law degree or closely related field.
At least 5 to 7 years of related work experience, such as staff supervision, office management, probate law, civil law, courtroom experience, policy development, public administration.
Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
