Job Overview
Our client is seeking a Senior Contract Conformance Specialist to oversee sourcing, contract administration, documentation, compliance, and issue resolution for assigned capital project contracts.
Must Have skills
- Bachelor’s degree in engineering, business, construction, or law, or an associate degree
- 10+ years of experience managing major engineering and construction contracts.
- Strong experience with contract formation, field contract management, sourcing, and contract negotiations for large-scale projects.
- Demonstrated expertise interpreting, administering, and ensuring compliance with contractual terms and conditions.
- Experience preparing RFX/RFP documents, drafting contract language, managing evaluations, and supporting award recommendations.
- Strong stakeholder engagement skills with the ability to collaborate across project teams, legal, supply chain, and contractors.
- Proficiency with Microsoft Office, Teams, Oracle, and SharePoint.
- Valid driver’s abstract and ability to complete required drug and alcohol testing.
Nice to Have skills
- Experience supporting capital expansion programs or major infrastructure projects.
- Experience with project-specific communication plans and contract conformance training.
- Familiarity with governance, audit, regulatory, and document retention requirements.
- Ability to support compliance audits and contract close-out activities.
Responsibilities
- Oversee day-to-day sourcing and contract conformance activities for assigned capital projects.
- Prepare RFX/RFP documents, define scope and requirements, and manage issuance to vendors.
- Lead RFP evaluations, scoring matrix development, consensus reviews, and award recommendation documentation.
- Draft contract exhibits, technical contract language, and project-specific clarifications.
- Lead contract negotiations during bidding and formation phases.
- Review contractor deliverables, submissions, and invoices for contractual and policy compliance.
- Manage non-compliance issues, invoice approval processes, and contractor communications.
- Maintain contract documentation, correspondence, logs, meeting records, and document control systems.
- Oversee change order processes, including logs, directives, requests, and approved change orders.
- Coordinate contract close-out, file retention, and compliance audit support.
- Provide regular status updates to management on contractual requirements, practices, risks, and issues.
