Overview

IvoryCloud is seeking an experienced Contracts Administrator to support the Defense Contract Management Agency’s (DCMA) program, a Department of War (DoW) initiative. This position provides advisory and administrative support to Government acquisition personnel throughout the planning, award, administration, and closeout of contracts and task orders supporting the Program. The ideal candidate brings deep familiarity with the Federal Acquisition Regulation (FAR) and its supplements, hands-on pre- and post-award contract administration experience, and the ability to maintain audit-ready contract files under federal records management standards. This position is based on-site at the facility in San Diego, California.

Requirements

  • U.S. Citizenship: Required, non-negotiable. (This differs from eligibility to work in the U.S.)
  • Clearance: Favorably adjudicated (or actively in-progressed) Tier 3 background investigation required for access to Controlled Unclassified Information (CUI); interim or final security clearance granted by the Department of War (DoW) required prior to start of performance. Current ADP/IT II clearance in the Defense Information System for Security (DISS) required.
  • Location: San Diego, California – on-site at the DCMA facility.
  • Deep familiarity with federal acquisition regulations and guidelines, with a strong preference for experience navigating the FAR and its supplements (e.g., DFARS/R-DFARS).
  • Demonstrated experience in pre-award and post-award contract administration, including preparing solicitation packages, conducting price/cost analyses, drafting contract modifications, and managing formal closeouts.
  • Proven ability to establish and maintain highly organized, audit-ready official contract files, records, and correspondence logs in accordance with federal records management standards.
  • Experience assisting with acquisition planning, market research, and procurement milestone tracking in support of Government mission requirements.
  • Advisory-only role: shall not perform inherently governmental functions or exercise contracting authority reserved for Government personnel.

Education

  • Bachelor’s degree in Business Administration or a related field preferred.
  • Equivalent professional Government contracting experience may be considered in lieu of a formal degree on a case-by-case basis.

Certifications

  • Preferred certifications include:
  • Certified Federal Contracts Manager (CFCM)
  • Certified Professional Contracts Manager (CPCM)
  • Defense Acquisition University (DAU) contracting certificate(s)

Job Description

  • Support the Government in the planning, award, administration, and closeout of contracts, task orders, and other acquisition instruments supporting the Program.
  • Provide acquisition planning and contract administration support throughout the acquisition lifecycle, including assisting with acquisition strategies, market research, procurement planning, and milestone tracking.
  • Assist in preparing solicitation packages, developing acquisition documentation, reviewing contractor proposals, and performing price and cost analyses in accordance with applicable statutes, regulations, and policies.
  • Support post-award contract administration activities, including preparing contract modifications, tracking contract deliverables and milestones, coordinating administrative actions, maintaining contract status, and assisting with contract closeout activities.
  • Maintain acquisition documentation, contract files, procurement trackers, milestone schedules, and other contract administration records to support regulatory compliance, audit readiness, and effective contract management.
  • Provide acquisition advisory support by researching applicable acquisition laws, regulations, policies, and procedures, and developing recommendations to assist Government acquisition personnel.
  • Prepare acquisition reports, briefings, procurement metrics, data calls, and other acquisition-related documentation supporting Government leadership and program management.
  • Coordinate acquisition activities with Government contracting personnel, requiring activities, technical personnel, legal counsel, financial management personnel, and other stakeholders to facilitate timely execution of procurement actions.

Preferred Qualifications

  • Direct experience supporting defense small unmanned systems programs, or comparable DoD acquisition offices.
  • Ten (10) or more years of progressive Government contracting experience across the full acquisition lifecycle.
  • Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), or DAU acquisition certification.
  • Experience supporting Firm-Fixed-Price and Cost-Reimbursement contract types with Contract Access Fee (CAF) or travel CLIN structures.
  • Experience preparing audit-ready contract files in support of regulatory compliance and CPARS reporting.

Pay: $70,000.00 – $95,000.00 per year
