Basic Function:

To support compliance with regulatory requirements, internal policies, and governance standards by monitoring controls, identifying risks, and ensuring adherence across the organization within a regulated utilities environment.

Job Scope:

Supports the implementation and monitoring of the organization’s compliance framework across assigned business units, ensuring alignment with regulatory requirements, internal policies, and governance standards. The role covers compliance reviews, risk identification, policy implementation, and reporting activities, while coordinating with internal stakeholders and supporting adherence to applicable regulations within a regulated utilities environment.

Principal Duties:

1- Monitor compliance with applicable regulatory requirements issued by relevant authorities (e.g., energy, water, and Gas regulators) and ensure alignment across assigned business units.

2- Conduct periodic compliance reviews and internal control assessments to evaluate adherence to

policies, procedures, and governance standards.

3- Identify, assess, and document compliance risks; support the development and implementation of mitigation plans in coordination with business stakeholders.

4- Support the implementation and continuous improvement of the organization’s compliance framework, policies, and procedures in line with regulatory expectations and industry best practices.

5- Review and validate internal policies, procedures, and operational practices to ensure alignment with regulatory obligations and corporate governance requirements.

6- Coordinate with internal stakeholders (Operations, Technical Services, Corporate Services, etc.) to ensure timely closure of compliance gaps and corrective actions.

7- Prepare and maintain compliance reports, dashboards, and documentation for management review, internal audit, and regulatory inspections.

8- Track and follow up on regulatory changes and updates, assessing their impact on the organization and supporting implementation of required actions.

9- Support internal and external audits by providing required documentation, evidence, and clarifications related to compliance activities.

10- Promote compliance awareness across the organization by supporting training initiatives, communication, and guidance to employees on regulatory and policy requirements.

11- Maintain accurate records of compliance activities, risk registers, and control assessments to ensure audit readiness and traceability.

12- Escalate non-compliance issues, control weaknesses, and regulatory risks to management in a timely and structured manner.

13- Ensure adherence to corporate governance principles, including confidentiality, integrity, and ethical conduct, in line with regulatory frameworks.

A. EDUCATION:

Bachelor’s degree in engineering, Law, Business Administration, Finance, Risk Management, or related field

Professional certification is preferred (but not mandatory for minimum threshold), such as:

Compliance (e.g., CCEP)

Risk / Audit (e.g., CRMA, CIA).

B. EXPERIENCE:

Minimum 6 years of relevant experience in Compliance, governance, risk, or internal audit Preferably within utilities,

energy, infrastructure, or regulated industries in KSA

Exposure to regulatory frameworks and compliance monitoring is Preferable

C. LANGUAGE:

Excellent command of oral and written Arabic and English is required.

D. Preferred Training and Certificates

Certified Compliance & Ethics Professional (CCEP) or equivalent

Certified Internal Auditor (CIA) or Certification in Risk Management Assurance (CRMA)

Corporate Governance or Regulatory Compliance training programs

E. Critical Attributes and Competencies
