Haywood County Health and Human Services’ mission is to enhance the health, safety, and full potential of our community. Economic Services Division serves as a conduit for Haywood County citizens’ access to economic and financial support. Social Work Services Division serves the most vulnerable in the community, assisting families and individuals. Public Health Services Division serves as an advocate for the public’s health and helps shape positive health outcomes for all Haywood County residents. Legal Services Division handles the Legal work of the Health and Human Services Agency. All members of our team must uphold the confidentiality of Haywood County’s citizens, safeguarding their privacy and dignity at all times.

JOB SUMMARY
This is paralegal work performed under the direct supervision of the Attorney II and general supervision of the Attorney I. Employees are responsible for a variety of assignments which may include but not be limited to drafting, reviewing, and approving for form and legality various legal instruments; preparing routine opinions on regulations, procedures, writing court orders, and operations of a unit or agency, for an attorney’s approval; handling complaints and inquiries of a legal nature from the staff, and administratively maintaining a law office. Work involves research into laws and legal precedents. Employees may present findings with preliminary legal analysis subject to professional legal review. Work is reviewed through inspection, conferences, reports, and review of completed work.
Primary focus may be to support one of the following areas: Child Welfare, Adult Services, or Child Support Enforcement, however employee should be prepared to work in all areas and assist the other members of the team.

ESSENTIAL JOB FUNCTIONS:

Prepare legal documents, gather information relevant to issues or litigation, and summarize actions taken or decisions made.
Review the North Carolina General Statutes, NC Admin Code, federal laws and regulations and
them to work. Procedures, precedents, or model legal documents are available for most work assignments, but generally require some interpretation or modification.
Research legal matters online
Support Attorney in court by making cases, noting orders, and tracking all information
Build cases in the legal tracking software and use legal tracker system
Communicate with staff in other areas needed to complete work for attorneys.
Follow specific instructions from attorneys, handle legal work in a wide variety of areas.
Employees are required to maintain compliance with all State and Federal laws and program requirements including but not limited to confidentiality laws (HIPAA, Juvenile Code, PII, etc.). Employees are expected to adhere to Agency, Countywide and Departmental policies and procedures regarding information security and confidentiality, and to report any suspected unauthorized disclosure or loss of information immediately. Employees must ensure security of all County data, equipment, and information in both electronic and paper form that is accessed as part of job duties to minimize risk of improper disclosure or data breach.
Emergency Response, including but not limited to support of the Federally mandated and State statutory responsibilities including, but not limited to Public Health and Mass Care duties.
Performs other assigned duties.

MINIMUM REQUIREMENTS TO PERFORM WORK:

Graduation from an accredited school for paralegal training and one (1) year of experience as a paralegal;
Or graduation from a four-year college or university with a degree in English, Journalism, or a degree directly related to the area assigned and one (1) year of substantive paralegal experience;
Or graduation from high school and five (5) years of paralegal experience performing delegated, substantive legal work, or an equivalent combination of training and experience.
Minimum Education and Experience for a Trainee Appointment – Graduation from an accredited school for paralegal training; or graduation from a four-year college or university with a degree in English, Journalism, or a degree directly related to the area assigned; or graduation from high school and four years of paralegal experience performing delegated, substantive legal work;
Or an equivalent combination of training and experience.
Must be at least twenty-one years of age to drive a County vehicle.
Valid state driver’s license. Must have no more than three (3) points showing on current DMV records in order to operate county vehicles.

KNOWLEDGE, SKILLS AND ABILITIES:

Working knowledge of case, statutory, and common law.
Working knowledge of judicial and quasi-judicial procedures and the rules of evidence.
Ability to perform legal research in accordance with preliminary instructions as to methods or approach, source material available, and policy/precedent of the office.
Ability to summarize facts and evidence and prepare legal instruments.
Ability to communicate clearly and logically in oral and written form.
Ability to maintain effective working relationships with people contacted in the course of work.

PHYSICAL DEMANDS:
Requires sedentary work that involves sitting or standing virtually all of the time and may involve exerting up to ten (10) pounds of force occasionally to move objects, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving repetitive motions and the use of standard office equipment.

The job requires normal visual acuity and field of vision, hearing and speaking abilities, depth and texture perception, and color perception.

Work Schedule:
Typical work hours are Monday through Friday 8:00 a.m. through 5:00 p.m., however an alternate work schedule (40 hours per week) may be considered upon request. Supervisor must pre-approve any overtime. In cases of a community emergency or disaster, the worker will be required to be available to work in an emergency response, and the hours worked in emergency response could vary from hours worked in the office.

WORK ENVIRONMENT:
Nature of Working Conditions – Employees are frequently subject to working with agitated clients, heavy workloads, and compressed time frames. Generally physical harm is unlikely on an ongoing basis.
