The City of Hudson is hiring for a Full Time City Clerk Position
Position Pay: Exempt, Full Time
Position Reports to: Mayor and City Council
Supervises: Deputy Clerk
JOB SUMMARY:
Implement City policy as directed by ordinance and the City Council. Work closely with all City departments on developing an annual budget. Make recommendations to the Council on planning and budgeting. Approve and make recommendations on expenditures. Supervise deputy clerk and evaluate on an annual basis. Supervise the preparation, maintenance, and review of fiscal records.
The employee is deemed by the City Council to be a critical employee to the City of Hudson; a critical employee is one that is responsible for the safety and welfare of the Hudson Public and is therefore required to reside within a 30-minute drive of the City of Hudson to ensure prompt accessibility for City operations and emergency situations.
JOB SCOPE:
Directly responsible to the City Council for the administration of municipal affairs. Oversight of city property, management of capital improvement projects and keeping the five-member city council and mayor fully advised of the city’s financial condition and overall future needs. Supervises the deputy clerk for day-to-day activities, however, the deputy clerk if assigned Treasurer duties, shall maintain independence in the Treasurer duties.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
Refer to ordinances creating the position of City Clerk and this job description. The City Clerk assumes the duties and responsibilities of the Personnel Officer.
The duties of the job would focus on the following areas:
· Implements the policy adopted by the City Council.
· Process all monthly procedures to balance computer to the bank records and cash equals trial balance. Provide Council with cash reconciliation of reserves, project expenditures pending, and balance of funds not earmarked for expenditure.
· Supervise day-to-day activities of City offices and implement City policy as directed by ordinance and the Council. Oversees maintenance of employee files; prepare and administers special employment programs.
· Make recommendations regarding the hiring and firing of all personnel under his/her oversight, subject to Council approval.
· Work closely with all City departments and department heads in developing an annual budget.
· Prepares, reviews and/or approves all city financial reports required by city or state code.
· Approve and make recommendations on expenditures, planning, and budgeting. Supervise the preparation and maintenance of fiscal records and their review and control. Responsible for official bond records prepares the city budget and any amendments thereto, prepares annual monthly reports as required by state law or regulation, administrator of grants supervises the renting and maintenance of community center, ambulance collect oversite, contract, and insurance(s) premium review. Has the ability to recommend and make decisions to Council for clear understanding and approval as necessary.
· Prepare and process the annual budget. Work with the Mayor, Council, State, and Council auditors. Prepare monthly budget status reports, according to ordinances 7.08 and 19.03(7), on all line items, including TIF for review by the Mayor and Council. Works with staff members to create a cross-check of all budget items towards fiscal responsibility.
· Formulate short and long term goals, strategies and plans for presentation to the Council.
· Administers the financing of the five-year capital improvement plan in conjunction with the City’s independent financial advisor, bond counsel, and the City Council.
· Attend City Council meetings, work sessions and other special sessions as requested; report on City activities; coordinate with Mayor; attend and report to the Council on the activities of various City boards, commissions, and committees. Responsible for information distribution, public all notices in a timely manner, affix city seal, when necessary, record documents as required by law, notary public, bids, and public contracts, prepares ordinances and resolution for approval by council and city attorney.
· Backup to prepare council meeting packet, convert all documents to electronic format, placing the packet on the website and social media for public access, and notifying the City Council, Mayor, and public that the council packet is ready for viewing.
· Complete agenda and packet information for city board and commission meetings. Communicates with the Mayor and Council as needed. Supply information as requested and keep informed of necessary situations. Customer Service is critical and should be addressed timely.
· Review ordinances and resolutions for the Council.
· Represent the City at various meetings and conferences.
· Research methods of improving municipal operations including the development of new or innovative programs.
· Supervises community and economic development programs approved by the City Council including consultants that are hired by the City Council.
· Interacts with citizens, candidates, management, and staff on a variety of complex and sensitive issues. Respond to inquiries, concerns, and complaints voiced though citizens and elected officials; refer to appropriate departments and assure follow through.
· Assist in the preparation of special studies or projects such as Revisions of city code and zoning ordinance; preparation of capital improvement plans; preparation of employee personnel policies and procedure; maintain confidential filing system on all employees; maintain appropriate personnel records for each employee; maintain medical records and drug testing information separate of employee personnel files; and job descriptions. Ensure all paperwork is properly completed and filed, all public notices are filed, all bills are properly tracked, and appropriate payouts are accomplished in a timely manner, coordinates all needs associated with project loans.
· Complete and supervise the completion of various state and federal reports and forms.
· Supervise the management, construction, improvement, repair, and maintenance of all City property, including making and preservation of all surveys, maps, plans, drawing, specifications, and estimates.
· Review City contracts annually.
· Review all employee timesheets.
· Annually review the operation of all departments to ensure that all federal and state guidelines are met.
· Provide public records to all potential developers in housing and economic development.
· Implements and oversees internal control policies and procedures.
· Ensures office staff is cross-trained in all aspects of the City Clerk’s duties and functions such that staff (someone agreed to by the Council or Mayor) can step in during any absence and perform all functions in order that the City will continue with all business aspects.
· Oversee the processing of all monthly, quarterly, and year-end Payroll Reports: Treasurer State of Iowa Withholding, IPERS reports, and Federal Reserve deposits. Print annual salaries in the newspaper. Oversee the preparation payroll reports showing all overtime worked by staff as requested by the Mayor and Council monthly. Oversee the processing of new hires and former employee’s paperwork.
· Oversee the processing and paying of all sales tax monthly. Process all monthly, quarterly, and yearly sales tax reports.
· Approve all invoices with appropriate GL line codes; oversee the vendor payments, sales tax exemption status with vendors. Validate all checks are issued and processed monthly, quarterly, and year-end reports timely.
· Assist office staff with the processing of all receipts, electronic and paper. Oversee the process of the monthly, quarterly, and year-end reports timely.
· Prepare all reports (obligation debt report, Street Finance Report (RUT), Annual Financial Report, TIF reports) and submit to state and county auditor each year in accordance with the Iowa Code ensuring Council and Mayor review and approve before releasing through resolution.
· Work with Independent and State Auditors when the audit is performed and throughout the year as needed. Provide the council and mayor with reports and confirmation of the audit completed and any findings regarding the audit.
· Ability to manage open records and knowledge of maintaining records as defined by Iowa Code and City Ordinances. Work with staff to ensure software (GWorks) is working correctly and the most current software is utilized. Export monthly reports from GWorks into excel for budget report status for Mayor and Council. Ensure monthly reports are sent directly to Laserfiche for storage and retention.
· Process all cigarette permits/liquor licenses for approval timely with State, Business, and Council
· Oversees building permits; process all paperwork with accuracy to ensure it is correct, forwarding the information to the building inspector for review and action. Provide accurate permit information to the Council for approval as deemed required by the Building Inspector or Committee.
· Collaborate with the City’s zoning administrator to provide administrative support and assistance in carrying out zoning-related responsibilities and ensuring compliance with city ordinances.
· Coordinate the City’s safety requirements by facilitating compliance efforts and effectively communicating training opportunities to employees to ensure awareness and participation in safety programs.
· Help maintain city website.
· Regularly attends training pursuant to city clerk duties and responsibility; makes recommendations to City Council and/or staff.
· Time permitting, assist the Mayor and City Council in any of his/her duties as requested and as approved by Council.
· Performs significant computer work, copiers, and general office equipment.
· Other such duties assigned by the Council and/or Mayor or required by Iowa Code.
MINIMUM EDUCATION, EXPERIENCE, CERTIFICATION, AND RESIDENCY
· Iowa Certified Municipal Clerk (CMC) certification is preferred.
· Four-year college degree in public or business administration, or related field is preferred.
· Three or more years of experience in a public sector management position is required.
· Employee is required to reside within a 30-minute drive of the City to ensure prompt accessibility for City operations and emergency situations. Residence in the City of Hudson is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of principles and methods of public administration; knowledge of the organization, function, and problems of municipal government; knowledge of management techniques providing administrative leadership; supervision, and direction to a professional staff; knowledge of municipal cash and accrual accounting, taxing, municipal revenues and expenditures, and municipal budgetary planning and management; knowledge of Iowa law and its implications in municipal operations and actions.
Special Abilities – Must be able to type at least 40 WPM, operate a calculator efficiently, and Microsoft Office on a computer. Must have excellent organizational skills, be a self-starter, and have good communication skills to interact with patrons and City officials. Must be bondable and comfortable handling cash and checks. Must have above accuracy in financial and verbal record keeping. Working knowledge of current windows-based software (PowerPoint, Word, Excel, OneNote, etc.) is required, as well as accounting software knowledge.
Physical requirements – must be able to occasionally lift objects weighing up to 30 pounds and carry them up to five feet unassisted. Must be able to sit and listen for prolonged periods.
Mental Requirements – Must have the ability to concentrate on tasks within the environment of interruptions and produce extreme accuracy and attention to detail. This is a position with high-stress levels based on customer demands, time pressures, accuracy requirements, and problem-solving skills necessary. Must be able to work hours necessary to meet deadlines, meetings, and commitments. Must understand and follow all employee conduct policies. Must be able to understand and properly follow directions from supervisors.
