COMPENSATION & BENEFITS:
0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

Primary Objectives
Performs complex work carrying out the duties and responsibilities of Public Administrator as set forth in NRS Chapter 253 and any other provisions of law relating to a public administrator pursuant to NRS 253.125; managing and settling the estates of persons who dies: within Douglas County, intestate or a testator who has no executor, and has no next of kin who are able to administer the deceased’s estates.
This is an appointed position and serves at the pleasure of the Board of County Commissioners; and performs related work as apparent or assigned.
This is a safety sensitive position and is subject to random and pre-employment drug and alcohol screening.

ESSENTIAL FUNCTIONS
Manages and settles estates to include investigating family history to locate next of kin, qualified person willing and able to administer the estate, and beneficiaries.
Investigates the assets and liabilities of an estate.
Secures all tangible and intangible assets of the estate, as appropriate.
Files affidavits, petitions or other pleadings with a court of competent jurisdiction to administer the estate or seek letters of administration, as applicable.
Pays debts and claims against the estate; pays estate taxes; and distributes the remainder of the estate among those entitled.
Performs duties in conformance with state law, Douglas County Code, and any applicable court order.
Oversees the storage and security of client personal property at residences, remote locations, or in the Public Administrator’s vault and/or warehouse.
Prepares agenda action sheets, staff reports, and related correspondence for the Board of County Commissioners and related meetings.
Represents the County in various community or organizational activities, meets with individuals or groups in public and private agencies, governmental entities and the general public; provides outreach services to external community resources.
Coordinates and administers contract services on behalf of the estates.
Assigns private attorneys to represent estates, and private realtors to list real properties for sale, and oversees the activities and processes for the auction or sale of personal property of private estates.
Answers inquiries, provides program information and referral services, and resolves complaints from th epublic, clients, and employees.
Organizes and directs emergency responses to disasters that require Public Administrator services.
Develops and administers department budget and authorizes expenditures; prepares special and recurring reports; recommends and implements changes to existing policies; develops financial strategies and alternatives for projects.
Monitors proposed legislation, laws, and regulations pertaining to Public Administrator programs, developing opinions and positions on proposed legislation.
Makes policy recommendations to the Board of County Commissioners and develops, implements, and complies with approved and existing policies and procedures in compliance with changes in law and community needs.
Arranges for the sale of real and personal property through multiple listing services, public auction and related services, in compliance with Nevada Revised Statutes.
Uses County vehicle to perform various tasks related to job duties.
Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.
QUALIFICATIONS
MINIMUM QUALIFICATIONS
Must be at least 21 years of age.
Must not have been convicted of a felony for which his or her civil rights have not been restored, or been convicted of any crime of fraud, misrepresentation, misappropriation, conversion, forgery, perjury, embezzlement and/or any other financial crime; and not have been found liable in a civil action involving a finding of fraud, misrepresentation, material omission, misappropriation theft or conversion.
Position requires a Bachelor’s degree in Business Administration, Social Services, or a closely related field and 4 years of experience at the management level, in either asset management and distribution or social service delivery, preferably involving public guardianship or similar functions, or an equivalent combination of education, training and experience; OR an equivalent combination of education, training and experience.
Valid Driver’s License Required
WORKING CONDITIONS

Work is generally in a moderately noisy location (e.g. business office, light traffic).
Work occasionally requires exposure to wet/humid conditions (non-weather), exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme heat (non-weather), wearing a self-contained breathing apparatus and exposure to bloodborne pathogens (may be required to wear specialized personal protective equipment).

Compensation
Douglas County’s compensation system is based on Pay for Performance wherein employees are eligible for annual performance evaluations. The current structure consists of merit increases up to 3% on a qualifying employee’s anniversary and Cost of Living Adjustments based on the Consumer Price Index during the first pay period of each fiscal year. The COLA will be up to 5% depending on the CPI each year. Additionally, eligible employees can be recognized for outstanding performance, above and beyond the call of duty, and receive additional compensation through the Recognition of Excellence Program.
