JOB TITLE: Registrar, Librarian, and Legal Access Monitor

DEPARTMENT: Corrections Department, Reentry Division

WAGE: Competitive, based on education and experience $46,000–$60,000 per annum

WORK HOURS: Variable eight hours per day scheduled at discretion of Reentry Division

GENERAL SUMMARY:

· The Registrar is responsible for the maintenance of student records, processing of enrollment, transfers, and withdrawals from classes at their assigned correctional facility. The Registrar works independently in the performance of all functions necessary to maintain an efficient and organized office in a professional and confidential manner. They are responsible for advising inmates on appropriate academic/vocational programs based upon educational and occupational interests and experience. This position will also administer appropriate educational and vocational assessment instruments and apply results to place students in class work.

· In the role of Librarian and Legal Access Monitor, duties include answering questions from the inmate population and institutional staff pertaining to library resources and programs; completing daily callouts for inmates; and maintaining accountability for inmates by ensuring appropriate discipline and security guidelines are met. This position replies to inmate correspondence and processes the library mail; keeps all library equipment in proper functioning order; verifies and maintains the denied publication list; visits the Restricted Housing Unit so that inmates have access to a circulation and inventory of books; and meets their reasonable requests for reading material.

MINIMUM QUALIFICATIONS:

· High School diploma or equivalent

PREFERRED EXPERIENCE:

· Knowledge of educational records processing

· 2 years of data entry and office related experience

WORK ENVIRONMENT:

· 90% indoor – 10% outdoor. Work is done inside the perimeter of an adult prison environment and in a variety of settings in a correctional institution, and includes daily contact with and supervision of inmates, sometimes one-on-one, and is potentially a very dangerous environment. Work is performed in an office and classroom setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer usage. Some travel may be required.

70% rapid pace to meet deadlines – 30% at own pace

ESSENTIAL DUTIES:

· Knowledge of all programming offered within Reentry Division

· Basic understanding of teaching methodology

· Knowledge of current educational, career technical and career exploratory software and assessments.

· Ensures that all Education Bureau and outside agency educational documentation involving registration is processed according to guidelines.

· Serves as the liaison between instructors and the Programs Manager for inmate good time and lump sum recommendations.

· Communicates any concerns to the Programs Manager regarding programming, safety or personnel.

· Knowledge of basic technical library operations; systems and procedures; of theories, objectives, principles, techniques of librarianship; of standard reference and research methodology, of principles of adult education; some knowledge of program evaluation and review techniques.

· Ability to use and explain library rules and regulations; to present written and oral communications clearly and concisely; ability to enter information on the computer, become proficient with inventory software, prepare purchase requisitions for ordering and payment of supplies, books, materials, and periodicals.

· Supervises and directs facility library in accordance with state and federal law, ACA, NMCD, and local policy

· Coordinate intradepartmental file transfers.

· Ability to keep records and follow-up on student activities and accomplishments.

· Ability to work individually with inmate students having learning or behavioral problems.

· Ability to respond to emergency situations quickly and efficiently.

· Ability to write reports and meet deadlines.

· Ability to follow and understand directives, policies and procedures explicitly and willingly.

· Ability to communicate and exchange ideas with fellow staff members.

· Ability to discuss progress or need for improvement with inmate students.

· Ability to make suggestions for curriculum improvement.

· Ability to work in Word, Access, Outlook, Excel.

· Ability to organize orientation and registration of student.

· Ability to supervise and direct inmate peer educators.

· Ability to advise students of widely varying levels of interest and achievement.

· Ability to maintain order and discipline necessary in a learning situation.

· Ability to review educational files for special learning indicators and refer to the special education teacher.

· Follows all federal and state laws and regulations, Corrections Department rules, judicial decisions, and Reentry Division and Education Department policies.

· Performs other duties as required.

· NMCD retains the right to change or assign other duties to this position.

EMPLOYMENT REQUIREMENTS:

· This position is designated as safety sensitive.

· Must possess and maintain a valid New Mexico Driver’s License.

· Must be legally authorized to work in the U.S and have reached the age of majority.

· Willingness to work under potentially dangerous circumstances in a correctional facility and maintain strict fidelity to security protocols.
