DESCRIPTION

The Accountability Court Coordinator administers and coordinates DUI Reduction Treatment Courts, Veterans Court, and Accountability Court services for State Court and ensures the program’s compliance with all court policies and procedures. This position is responsible for the overall coordination, management, administration and operation of the Accountability DUI Court, DUI Reduction Courts, and Veterans Court programs.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Participates as a treatment court/accountability court team member, attend court sessions, prepares program manuals, rosters, brochures, booklets and other program documentation as needed. Demonstrates commitment to the programs missions and goals and works to ensure the success of the treatment courts and accountability courts.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; develops and distributes employee work schedules to ensure adequate coverage and control; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex or problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate. Supervises, directs and evaluates assigned staff processing employee concerns and problems, directing work, disciplining and completing employee performance appraisals.
Ensures unit compliance with assigned program objectives in accordance with federal, state, and local regulatory standards, ordinances, laws, and requirements: participates in planning, organizing, coordinating, directing and evaluating assigned program to ensure optimum efficiency and effectiveness; and develops and maintains program policies, goals, objectives, procedures, strategies and mission statement for use in the program brochures and grants.
Coordinates intake processes including scheduling of required screenings; obtains medical, mental health, demographic, drug and alcohol usage, and other program related information; and communicates with participants, family members, and legal representatives regarding program eligibility and requirements.
Coordinates and organizes program calendar: schedules participant’s court appearances for hearings; coordinates regular policy meetings attended by legal representatives, program staff, and Judge; attends court sessions as needed to provide the Judge with appropriate program participation information; and coordinates program related treatment of participants by organizing orientation and facilitating any other treatment referrals.
Serves as liaison between court staff, treatment team, mental health professionals, law enforcement agencies, attorneys, and the public to ensure efficiency of program: attends meetings to evaluate appropriate care; conducts or participates in regular program evaluations; contacts treatment staff to discuss program issues; coordinates between support staff and program participants to comply with court ordered sanctions; and maintains active communication with support staff regarding participant compliance.
Prepares annual budget, manages and administers program budget : completes required forms to pay contracted employees or services; creates and maintains participant fee schedules utilizing appropriate database; performs cost/benefit analysis; monitors expenditures for budget compliance; and prepares a variety of budget related reports.
Performs grant research; conducts research for program related grants; applies for State and Federal grants, maintains grants; prepares, develops and maintains program statistical data and data tracking systems required for internal and external reporting necessary for grants and program evaluation.
Implements and maintains a case management system: updates system with participant information such as fees paid, sanctions imposed, program compliance, and general participation; and compiles statistical data for use in reports and graphs; and makes related presentations.
Perform other duties of a similar nature or level.

MINIMUM REQUIREMENTS

Education: A Bachelor’s Degree in a related field such as Public Administration, Judicial Administration, Criminal Justice, or Psychology. Master’s Degree or Certified Counselor is preferred.

Experience: Two (2) or more years of experience as a mid-level manager within the criminal justice and/or substance abuse treatment environment, particularly within the court environment. Two (2) or more years of management or supervisory experience preferred.
A combination of education and experience which may provide the required knowledge and skills may be substituted.

Knowledge/Skills/Abilities:

Thorough knowledge of the criminal justice system, courts, and principles and techniques of office management.
Familiarity with work simplification and records control processes
Experience in data processing and electronic information processing systems.
Ability to operate a variety of automated office equipment
Exposure to financial procedures and standard practices
Knowledge of addiction, alcoholism and pharmacology
Directs staff and contractors in operation, administration, and financial management of the current programs
HIPPA and Federal Confidentiality Rule 42 CFR regulations
Skills in effective speaking, writing, and management
Skills in negotiating which facilitates conflicts to be overcome through problem solving and consensus building
Skills in developing appropriate policies and procedures for the operation of an accountability court subject to state requirements and national best practices
Ability to exercise good judgment and discretion in applying and interpreting the Court’s policies and procedures as well as state and federal law.
Be a self-motivated person who can willingly accept guidance and direction from supervisors
Skills in planning and directing the work of subordinates and contractors
Skills in seeking, planning for, writing applications for and managing grants and grant funds and responsible for all paperwork and reports related to grant funding
Ability to plan and manage a program budget of $500,000 or more
Ability to maintain an effective and confidential working relationship with associates, judges, county employees, attorneys, and the public
Assists with departmental personnel records regarding hiring, evaluations, and disciplinary actions for supervised staff
Demonstrated skill in developing and maintaining positive customer relations
Seeks new revenue streams to increase sustainability of each of the programs and active at the local, state, and national level in developing new support streams for programs
Maintains and updates treatment court participant files
Prepare staffing agendas and distribute electronically prior to court staffing sessions
Prepare treatment court sanction/warrant/arrest/release orders/holds and termination orders and distribute to Jail, Clerk, and any other necessary individuals
Prepare participant treatment calendars and distribute to participants, treatment providers, drug court team, and contract security providers in a timely manner
Establish drug and alcohol screening protocol (which includes random drug testing)
Perform drug and alcohol screens of participants (if necessary)
Monitor the court schedules, attend court sessions whereby participants are admitted into the treatment courts, as well as present information to the treatment court participant as to program requirements, inclusive of the program handbook and the participant’s next scheduled drug court obligation
Ensure that participants understand time and location of treatment court obligations
Update participant handbook and Standards and Operating Procedures Manual (in a timely manner as policies change)
Facilitate the prompt sharing of all relevant information arising from the initial referral, eligibility screening, and assessment process to treatment court team members, (caution: use of discretion is encouraged here in that not all team members will need and/or desire this information; distribute the information as is necessary for the team member to fulfill his/her team member obligations and/or in accordance with a team member’s request for information)
Serve as a centralized clearinghouse where all relevant treatment court information is communicated and ensures that no conflicting information is given to participants (from case manager, treatment, compliance officer, etc.)
File participant information and records in a confidential system and maintain a confidential records database of participant information
Maintain knowledge of the treatment court and treatment protocol and stay current on new trends in drug court field
Attend trainings on treatment courts, administration, case management, and/or other matters relevant to the treatment court’s operation
Submit orders for drug testing supplies, as well as orders for office supplies
Coordinate and organize treatment court graduations
Perform exit interviews with participants (devise exit interview form in accordance with program evaluation protocols)
Ensure that each participant is progressing through treatment court phases
Understand and follow confidentiality laws and protocols as established by federal/state laws
Maintain and update a community map and/or listing of ancillary service providers that participants can be referred to for advanced treatment services, as well as links to community agencies for case management referrals/needs
Ensure that all relevant information is accurately, promptly, and systematically documented so that ongoing monitoring of the participants and evaluation of the program can occur
Contribute to the formation and maintenance of critical partnerships, inclusive of sustaining ongoing contact with key line staff of the partnering agencies and organizations so that the case manager is in a position to learn about the policies, procedures, capacities, strengths, and limitations of existing support service organizations and with this knowledge, is well positioned to identify service gaps and community needs, and offer strategies to facilitate collaboration between the court and the community

Licensing/Certification: A valid driver’s license required; satisfactory background, security, and drug examinations
