Deputy Township Clerk

Job Duties / Responsibilities:

Assist Township Clerk with tasks associated with Core Duties by Statute (N.J.S.A. 40A:9-133) including, but not limited to:

– Meeting agenda and packet preparation

– Attend Township Committee Meetings in the Clerk’s absence

– Process, record and file, and when required, advertise ordinances, resolutions, the municipal budget, legal notices of contract awards and meeting minutes

– Maintain custody of all minutes, books, deeds, bonds, contracts and archival records of the municipal corporation

– Prepare meeting minutes

– Election Day duties

– Accept and issue licenses and permits where required by statute or municipal ordinance including liquor licenses; bingo/raffle; taxi/limousine; emergency blue light permit; peddler/solicitor; tow licenses; outdoor assembly permits

– Administer and record Oaths of Office

– Implementing local archives and records retention programs as mandated

Other Administrative Duties:

– Provide administrative support including answering phones; preparing written correspondence, proofreading; copying; filing

– Staff Liaison to Veterans Memorial Committee including attending monthly meetings

– Meter, sort and distribute mail

– Preparation of the Montgomery Guide and New Resident Packets

– Assist with Deer Management program including issuance of permits, ordering supplies, applicant outreach

– Address resident complaints

– Reconcile Container Facility credit card payments and prepare revenue turnover forms for finance for pet licensing and other miscellaneous revenue

– Assist with the management of Developer performance guarantees

– Maintain landlord registrations

– Assist with requests for public records pursuant to the Open Public Records Act

– Distributes supplements for the Township Code

– Updates website as needed

– Assists other departments, as needed

– Preparation of purchase orders

– Order supplies

– Assists with Township Special Events

Required Key Technical Skills & Knowledge:

– Proficient in MS Office Suite

– Strong proofreading skills

– Strong attention to detail

– Strong written and verbal communication skills

– Ability to multi-task and meet statutory deadlines

– Ability to maintain confidentiality; adhere to organizational policies and procedures

Desired Skills:

– Municipal government experience in a Clerk’s office and/or administrative/clerical experience focusing on Records Management and current technology useful for application in a Municipal Clerk’s Office.

– Knowledge of functions and organization of the municipal government process; Township government and a Township Committee

– Knowledge of GovPilot

– Knowledge of Artemis

Certification / License Required:

(Preference will be given to candidates with RMC designation.)

Certification / License Desired:

RMC (Registered Municipal Clerk) Certification or the willingness to successfully complete courses leading to RMC Certification, within 2 years of appointment.

Physical Requirements:

Vision and hearing ability adequate to perform essential job junctions; ability to communicate in a clear and concise manner.

Additional Requirements:

Effective 9/1/11, all employees of State and local government must reside in the State of NJ, unless exempted.

Must have a valid NJ Driver’s License
