A leading infrastructure investment and development platform is seeking to appoint a Senior Tender Manager to support the delivery of large-scale PPP and concession-based infrastructure projects across the Middle East.
This is a high-impact opportunity working across major transportation and sustainable infrastructure developments including roads, bridges, tunnels, railways, ports and airports.
The successful individual will lead complex EPC and O&M procurement processes from strategy and tender preparation through evaluation, negotiation and contract award.
Key Responsibilities:
- Lead end-to-end procurement and tender management processes for major PPP infrastructure projects
- Develop and manage EoI, RFQ, RFP, ITB and Heads of Terms documentation
- Coordinate legal, technical, financial and commercial advisor inputs
- Manage competitive EPC and O&M tender processes
- Lead bidder engagement, clarification management and tender governance processes
- Oversee technical and commercial bid evaluations
- Produce evaluation reports and recommendations for senior leadership
- Lead commercial and contractual negotiations with preferred bidders
- Support contract award and close-out activities
Candidate Requirements:
- Strong experience managing major infrastructure tenders within PPP/P3/concession environments
- Experience across transportation infrastructure projects such as roads, rail, airports, ports or large civil infrastructure
- Strong understanding of EPC and O&M contracting structures
- Ability to manage multidisciplinary stakeholders across technical, legal, financial and commercial workstreams
- Experience leading RFQ/RFP processes and complex bid evaluations
- Strong commercial negotiation capability
