Job Summary:
The Bid Specialist is responsible for managing the full lifecycle of bids and proposals, ensuring the delivery of compliant, compelling, and high-quality responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and other procurement opportunities. A critical part of this role is the ability to manage complex bids, particularly within outsourcing engagements for government and semi-government clients. The ideal candidate will have demonstrable experience in developing winning proposals in the public sector, with a strong understanding of compliance, governance, and procurement protocols.
Key Responsibilities:
Lead the end-to-end bid process—from opportunity evaluation and stakeholder alignment to bid submission and post-bid debriefs.
Analyze and interpret RFPs/RFQs/RFIs, with a specific focus on outsourcing contracts within government and semi-government sectors.
Coordinate internal resources and subject matter experts to produce tailored and technically accurate bid responses that meet client specifications.
Conduct bid/no-bid analysis and facilitate decision-making discussions with senior leadership based on strategic fit, commercial viability, and resource capacity.
Prepare proposal content including executive summaries, technical and commercial responses, compliance documentation, and value propositions.
Ensure bid responses comply with all client instructions, legal and regulatory frameworks, and internal review processes.
Maintain version control, quality standards, and document management for all bids, ensuring consistency and traceability.
Support commercial and pricing teams in developing competitive pricing strategies, including cost models, assumptions, and risk mitigation plans.
Engage in continuous improvement by capturing lessons learned and updating bid content repositories and templates accordingly.
Mandatory Qualifications & Experience:
Bachelor’s degree in Business, Engineering, Information Technology, Public Administration, or a related field.
Minimum 5–6 years of hands-on experience in bid/proposal management, specifically for outsourcing projects involving government and semi-government entities.
Demonstrated success in delivering large-scale proposals for public sector clients, including knowledge of government procurement policies and e-tendering portals.
Solid understanding of contractual, financial, and legal frameworks in public outsourcing.
Experience in coordinating with cross-functional teams (technical, finance, legal, HR, delivery) in a matrixed or project-based environment.
Strong writing, editing, and verbal communication skills tailored to executive, technical, and non-technical stakeholders.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and experience with proposal automation tools or CRMs (e.g., Salesforce, Loopio, RFPIO) is preferred.
APMP certification or similar industry-recognized credentials is an advantage.
