Essential Job Functions:
This position performs clerical work to issue business and marriage licenses in accordance with department procedures, Annotated Code of Maryland, and using the Elicense and MiM (Marriage in Maryland) programs. Assists customers in person and by telephone. Performs notary procedures and administers oaths. Processes federal, state, and district court liens. Calculates fees, scans, indexes, and verifies land documents to process legal and recordable documents.
Assists the public in person and by phone with inquiries concerning the issuance of business and marriage licenses. Calculates fees, applicable state or county penalties, verifies county tax status, completes paperwork to process business and marriage applications, issues business and marriage licenses, and collects fees. Schedules marriage ceremonies.
Assists the land records department by examining, verifying, indexing, recording, scanning, numbering, entering data, retrieving, and copying, to process legal and recordable documents, specifically related to land records in order to maintain a permanent record for public use. Collects appropriate fees and calculates taxes and penalties as appropriate. Provides customers with information about recording procedures, taxation, and other problems. Refers to current Annotated Code and Attorney General Opinions to determine validity and taxability of the various documents to be recorded.
Greets and assists the general public, in person or by phone, responding to inquiries regarding the proper completion of various court related forms and information regarding policies and procedures.
Receives, enters, and accounts for all monies received by the court for fines, court costs, licenses, and other fees, utilizing a computerized cash register. Reconciles cash register drawer at the end of the day.
Processes federal, state, and district court liens.
Performs notary procedures and administers oaths to various offices. Prepares certified copies of records. Records military discharges and foreign marriages. Performs other duties as required.
Minimum Qualifications:
Education: High school diploma (or GED equivalent).
Experience: One (1) year of general clerical experience.
Note:
A Bachelor?s Degree may substitute the required work experience.
A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience.
Knowledge:
General office practices, procedures, and equipment.
Judicial policies, procedures, and forms.
Customer service etiquette.
Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.
Office equipment including, but not limited to, computers, telephones, copiers, scanners, fax machines, etc.
Skill in:
Applying job-related terminology, codes, policies, procedures, rules, regulations, and laws.
Communicating information effectively.
Analyzing records, reports, and other business documents and noting details and facts pertinent to this assignment.
Ability to:
Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, register, scanner, fax machine, etc.
Use and maintain alphabetical and numerical filing systems.
Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.
Understand and carry out complex verbal and written instructions.
Exercise independent judgment in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.
Multitask, adjust to situations quickly, set priorities, and handle pressure in a fast-paced environment.
Operate special duplication equipment, typewriter, time/date document liber/folio, adding machine, numbering, and scanners.
Calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
Interpret, apply, and follow a variety of written or verbal instructions.
Provide assistance, guidance, and direction to others in a polite and efficient manner.
Work with time constraints, meet fixed deadlines, and demonstrate good organizational skills.
Learn instrument codes and instrument-specific indexing procedures.
Examine legal property documents.
Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Equipment, Machinery and Tools:
Personal Computer to access all necessary programs. Adding machine. Copy/fax machine. Scanner. Credit card machine.
Software and Computer Skills:
Proficient in MDEC, RCS, Odyssey, Word, Outlook, elicense and marriage license programs, Microsoft Teams, and Connect. These programs are utilized in the everyday operations of the office.
