MAIN PURPOSE OF JOB

The Maryland Public Service Commission (PSC), an independent regulatory agency, is seeking skilled and motivated attorneys to join its Staff Counsel Division. We oversee Maryland’s public utilities (electric, gas, water, wastewater, telecommunications) and certain passenger transportation services.

This is a unique and meaningful opportunity to practice law in service of the public interest. You will directly contribute to the Commission’s mission of ensuring just and reasonable rates, safe and reliable utility service, and environmental stewardship.

The PSC plays a central role in shaping the future of energy and utility regulation. As a PSC Staff Attorney, you will work on critical matters at the intersection of law, economics, engineering, and public policy. CORE

RESPONSIBILITIES

  • Represent Technical Staff in Commission proceedings, including witness preparation, cross‑examination, and drafting pleadings and briefs.
  • Participate in Commission‑sponsored work groups addressing a wide range of regulatory and policy issues (e.g., electric vehicle infrastructure, offshore wind development, utility cybersecurity).
  • Draft and present proposed regulations.
  • Review legislation and develop Staff recommendations on bills affecting regulated industries.
  • Assist in monitoring and enforcing compliance with Commission rules and orders.
  • Deliver clear, effective written and oral communications on complex legal and policy matters.

Assignments will vary depending on experience, but all attorneys are expected to manage matters that have a meaningful impact on Maryland’s economy, environment, and consumers. The PSC is committed to professional development and offers opportunities for growth and advancement within the agency.

MINIMUM QUALIFICATIONS

A Juris Doctor degree from an accredited law school.

Admission to the Maryland Bar or eligibility for prompt admission by waiver.

Experience:

Staff Attorney I

Completed J.D. Degree and Maryland Bar Admission or ability to be admitted by waiver. Internships and/or coursework in relevant specialties such as Administrative Law, Environmental Law, Corporate Law, Economics, Accounting, Engineering, or Environmental Science. Satisfactory Academic Performance (Law School GPA 3.0 or above).

Staff Attorney II

Two years of experience in a government agency practicing law related to the regulation of public utilities.

Note:

Three years of experience practicing law in a regulated public service industry may be substituted for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer for the required experience and education. Four or more years practicing law before state or federal administrative agencies may be substituted for the required experience.

Staff Attorney III

Four years of experience in a government agency practicing law related to the regulation of public utilities.
