The Coalition of California Welfare Rights Organizations (CCWRO) is a renowned legal services support center that provides consultation, technical assistance, co-counseling, litigation support, and advocate training regarding California and federal public benefits programs. CCWRO works with Qualified Legal Services Programs (QLSPs), advocates, and community partners throughout California to strengthen access to justice and ensure that low-income Californians receive the public benefits to which they are entitled.
CCWRO’s substantive areas of expertise include CalWORKs, CalFresh, General Assistance/General Relief, Supplemental Security Income (SSI), Cash Assistance Program for Immigrants (CAPI), Welfare-to-Work, In-Home Supportive Services (IHSS), Unemployment Insurance, State Disability Insurance, and related public benefits programs.
CCWRO is seeking a highly skilled and committed Staff Attorney to join its team. This position provides a unique opportunity for an attorney to develop expertise in complex public benefits law while working on issues that impact communities throughout California.
The Staff Attorney will provide legal assistance and support to QLSPs throughout California through consultation, technical assistance, co-counseling, training, and litigation support. The Staff Attorney will collaborate with legal services providers on complex public benefits matters, assist with case strategy and legal research, and help strengthen the capacity of advocates serving low-income individuals and families.
The Staff Attorney will also have the opportunity to participate in impact litigation, administrative advocacy, and legislative advocacy efforts addressing systemic barriers affecting access to public benefits. This position is well suited for an attorney who enjoys complex legal analysis, legal writing, collaboration with other advocates, and using legal expertise to create broader systemic change.
Responsibilities include:
- Provide consultation and technical assistance to QLSPs and advocates regarding complex California and federal public benefits issues.
- Assist QLSPs with case development, legal research, strategy, and advocacy, including administrative hearings and litigation matters.
- Participate in litigation as co-counsel with QLSPs or, when appropriate, on matters referred by QLSPs, including case investigation, case management, drafting pleadings, discovery, and other litigation activities.
- Represent clients in administrative hearings as co-counsel with QLSPs or on request of a QLSP.
- Respond to requests for substantial services from QLSPs by gathering relevant information, conducting legal research, and providing comprehensive assistance.
- Develop and provide trainings, written materials, and other resources to support advocates throughout California.
- Monitor developments in public benefits law, regulations, policies, and procedures and share updates with legal services providers.
- Assist with legislative and administrative advocacy, including reviewing and preparing written comments, analyses, and advocacy materials submitted to legislative bodies and administrative agencies.
- Identify emerging issues and trends affecting access to public benefits and assist in developing advocacy strategies.
Qualifications:
The ideal candidate will have:
- A Juris Doctor degree and active membership in the California State Bar.
- Strong legal research, writing, and analytical skills.
- Experience handling complex legal issues and developing effective advocacy strategies.
- Commitment to advancing access to justice and protecting the rights of low-income Californians.
Preferred qualifications include:
- Three to five years of legal experience.
- Experience in public benefits law, administrative law, poverty law, legal services, or related public interest advocacy.
- Experience with administrative hearings, litigation, policy advocacy, or providing technical assistance and training.
- Ability to collaborate effectively with legal services organizations and community partners.
