Confirm the well bore configuration and alignment does not impact existing oil and gas wells
Determine whether the application conforms with Commission rules, spacing orders, and local government processes
Identify if private, tribal, state or federal minerals will be developed and, if applicable, verify the associated lease information
Communicate directly with the State Land Board (SLB) to verify that the Operator has obtained a Surface Restoration Bond on file with the SLB when the well will pass through or develop state minerals and/or the surface location is on state land
Determine if an agreement is in place to remediate damages or, if no agreement is in place, verify there is adequate financial assurance in place for surface damages
Evaluate the surface use agreements for valid surface owner protection and waiving of rights established by ECMC rules and to ensure that both parties (the surface owner(s) and operator) have formally agreed to the terms of the agreement
Determine the geographic distance between wells on the same pad and offset wells
Determine the geographic distance of the well to the boundary of the unit

If within a spacing unit, confirm that the well is within the geographical and geological boundary of the unit
