Thurston County Prosecuting Attorney’s Office is seeking resumes from highly motivated and qualified individuals for the position of Prosecuting Attorney Investigator within our Criminal Division. Duties include locating and interviewing witnesses, conducting follow up investigations, preparing reports, and serving subpoenas, summonses, and other documents.

Essential functions may include, but are not limited to, the following:

Provide investigative services to the Prosecuting Attorney’s Office involving a wide variety of crimes and prepare detailed investigative reports. This includes, but is not limited to locating and Interviewing witnesses, victims, potential expert witnesses, informants, suspects, and defense witnesses. Make recommendations to deputy prosecutors concerning additional investigative options to enhance prosecutorial efforts.
Serve subpoenas, summonses, and other documents to witnesses as required. Write reports and execute affidavits of service and process relative to work performed.
Apply specialized investigative knowledge and techniques. May be required to testify in court to present information on field observations and investigations of criminal cases.
Assist in case reviews or plea negotiations as requested. Assist deputy prosecutors in preparing witnesses for trial.
Serve as liaison between the Prosecuting Attorney’s Office and law enforcement and non-law enforcement agencies. May work in partnership with law enforcement investigators in sensitive and complex investigations, or as a coordinator in major investigations involving two or more law enforcement agencies. May also provide training to law enforcement officers or prosecutors.
May respond to major crime scenes to assist law enforcement or deputy prosecutors in analyzing and documenting the scene. This may include measuring, sketching, and photographing the scene and producing corresponding reports documenting the scene.
Working with law enforcement officer(s), may be involved in drafting applications for search warrants and presenting the search warrants to the court.
May be asked to conduct background and/or other internal investigations and provide detailed reports as requested.
May be assigned to a specialty multi-disciplinary team, such as a Domestic Violence High Risk Team, which is a multi-disciplinary team focusing on cases identified as high risk through use of a risk assessment and/or lethality assessment tool. In this role, the investigator would work in collaboration with prosecutors, law enforcement, system and community-based advocates, and other service providers to increase victim safety.
The incumbent acts as a liaison to law enforcement agencies and may be involved in sensitive and complex law enforcement investigations but does not supersede or replace the duties and responsibility of law enforcement detectives.
Performs other duties as assigned.

WORKING CONDITIONS:

Work Environment – Generally work is performed in an office and out in the field. Field work will include visiting crime scenes to view evidence and gather pertinent information and may be exposed to sensitive and violent crime scenes. Physical demands include frequent keyboarding and occasionally will be required to stand and/or sit for long periods of time, traveling between court rooms and different locations, reach for objects, and fine manipulation. Physical effort is required at the work location due to occasional heavy lifting up to 20 lbs.
Schedule – Monday – Friday, 8:00 a.m. – 5:00 p.m. May be required to work early hours, evenings, extended work hours, weekends, and holidays. May be subject to on-call work during non-working hours. Positions in this classification may be considered essential personnel. Essential personnel are defined as staff who are required to report to their designated work location to ensure the operation of essential functions during an emergency or when the county has suspended operations. During a catastrophic emergency that affects countywide operations, positions in this classification may be temporarily reassigned to help maintain certain essential functions that support Thurston County’s infrastructure and service level.
Travel Requirements – Travel within and outside of the county will be required.
Customer Interactions – May encounter hostile, difficult, or uncooperative individuals and must have the ability to assess potentially dangerous situations and act accordingly.

QUALIFICATIONS:

Bachelor’s degree in criminal justice or other closely related field.
Two years’ experience as a criminal investigator or law enforcement officer or investigator that includes gathering, preserving, and presenting information and evidence.
Any equivalent combination of education, experience, and training that demonstrates skills, knowledge, and abilities to perform the essential functions of the position may be considered.
Must possess a valid Washington State driver’s license or the ability to obtain one within 30 days from date of hire.

DESIRED SKILLS:

Knowledge of law enforcement practices and procedures, along with knowledge of the rules of evidence and requirements for search warrants and other legal investigative methods. Knowledge of Washington criminal statutes and the ability to identify issues and determine relevant facts for a criminal prosecution.
Ability to:
Work under tight deadlines, set priorities and balance the management of a caseload while remaining responsive to urgent investigative needs.
Present information and detailed facts verbally and in writing and accurately convey information as a witness in court.
Effectively communicate, verbally and in writing, and listen.
Establish and maintain effective working relationships within the Prosecuting Attorney’s Office team along with law enforcement agencies, other county officials, employees, and the general public.
Self-motivated and work independently, prioritize tasks and produce work product with minimal supervision.
Proficient computer knowledge and skills to effectively perform the essential duties of the position.
Knowledge of the role of the attorney and investigator relationship and familiarity with the Washington State Bar Association Rules of Professional Responsibility and other ethical standards which govern investigators. Ability to identify potential ethical issues and seek advice or counsel to determine an appropriate course of action.
Skilled in working with a variety of individuals from diverse backgrounds. Experience working in the criminal justice system preferred.
