SUMMARY
The Records Specialist works under the general supervision of the Senior Records Specialist. They perform the routine clerical, secretarial and administrative work of their section as well as managing the records and providing administrative support.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: (Other duties may be assigned as needed)
Submits accident reports to the Arkansas State Police Central Accident Records Section. Maintains records of all traffic accidents inside the city limits of Siloam Springs.
Provides access to reports to the public and collects money for reports.
Provides District and Circuit Court Clerks with copies of arrest reports and docket information.
Performs clerical duties such as answering the telephone, shredding, typing, making copies, faxing, and assisting the public with any general questions.
Responsible for data entry on all Juveniles who receive citations to the Juvenile Intake Officer.
Assist the public with answering questions, making reports, services of the department and directions in or around the city.
Performs criminal records checks and FOI requests as assigned.
Enters Property Damage Reports, Animal Collision Reports, Warning Notices, Citations, and other types of incident reports into the police records database.
Acts as a courier between PD and City Hall to deliver and pick up mail.
Receives, processes, and forwards subpoenas to sworn personnel as directed.
Maintains secured cash accounts, transactions, records, and receipts.
Perform quality assurance checks of the records unit.
Performs related responsibilities as required or assigned

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Have the formal educational equivalent of a high school diploma, plus twelve to eighteen months of training in business office practices, or a related field.
Basic knowledge of the criminal justice system.
Knowledge of general office practices.
Knowledge of grammar, spelling, and punctuation.
Knowledge of record keeping systems.
Knowledge of basic arithmetic.
Knowledge of basic computer skills.
Other job-related education and/or experience may be substituted for all or part of these basic requirements upon approval of the Chief of Police.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write routine reports and business correspondence. Ability to speak effectively before groups of customers or employees of an organization. The Records Specialist has frequent contact with department personnel, other law enforcement agencies, businesses, and daily contact with the public. Knowledge of grammar, spelling, and punctuation required.
MATHEMATICAL SKILLS
Knowledge of basic arithmetic is necessary. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

While performing the duties of this position, the incumbent is exposed to outdoor weather conditions and works near moving mechanical parts.
The noise level in the work environment is usually moderate. The position involves regular and irregular hours needed to manage police services. Work hours may be extended in the event of emergency, disaster, manpower shortage, workload, or work-in-progress. Potential exposure to danger is possible, and the carrying of a firearm is required.
