The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk.

This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

The Investor Office sets the strategic direction and leads the OSC’s efforts in investor engagement, brings investor perspectives to the organization,leadsandsupportsimportant policy development, and administers key operational processes.

The Opportunity

The Investor Officeis looking for a Senior
Legal Counsel
to join the team and playan important roleleading andsupporting a range of initiatives thataddress key investorexperience andprotection issues.

What you will be doing:

  • Lead the development and execution ofinitiativesthat address challenging policyandregulatory issues and OSC strategic priorities, engaging directly withdiverseexternalstakeholdergroups.

  • Support the effective operationsof committees that help the OSC advance its investor protection mandate, workingcloselywith committee members and OSC and CSA staff.

  • Review andevaluaterequestsfrom third partiesforan allocation offundsto undertake initiativesthatseek to enhance the individual investor experience,make recommendations to informdecisionsas to how toallocatefunds,andmonitorand report onapproved funding arrangements.

  • Participate in significant policy and regulatory initiatives thatimpactretail investors, the investing experience and investor protection, and provideanalysis and advice on policy and regulatory issues, the retail investor perspective and associated key investor interests.

  • Assess and advise on how securities regulatory issues,proposalsand initiativesimpact retail investors, the investing experience and investor protection.

  • Engage withnovel,complexand innovativematters in collaboration with other OSC subject matter experts across many areas of the Commission,identifyingopportunities to challenge established approachesandpractices.

  • Supportthe effective operations of advisory and oversight committees thatassistthe OSC in fulfilling its investor protectionmandate.

  • Advocate for OSC views and work with other team members to reach a resolution on contentious issues.

  • Provide advice to theHead of Policy and Vice Presidenttoenable sound strategic decision-makingon a wide range of policy and regulatory issues.

  • Monitorand analyzeinvestor protection initiativesand relevant regulatory developmentsin other markets in Canada and internationally.

  • Support team goals and priorities, manage initiative and reporting deliverables andmonitor milestones,outcomesandachievements.

  • Engage andmaintainpositiveworking relationships with internal and external stakeholders, investor groups, and other regulators.

  • What you bring:

  • Lawyer in good standing with the Law Society of Ontario.

  • A minimum of8-10years’ relevantlegal experience with aminimum5 years ofsecurities regulatory experienceis preferred.

  • Strongknowledgeof the securities industry, securities regulation and key areas of investor concern and protection.

  • Strong knowledge of retail investor perspectives,issuesand stakeholders.

  • Highlydevelopedinterpersonal,writtenand oral communication skills,andability to independently research complex regulatory issuesand confidently conveydifficult concepts in a meaningful way.
