Job Overview
We are seeking a dedicated and detail-oriented Consumer Affairs and Compliance (CAC) Officer to join our Public Utilities Commission (PUC) team.

The CAC Section establishes and maintains contact with regulated entities, government agencies, and the public; disseminates public information; provides investigation, complaint resolution, and enforcement services; and conducts community outreach and educational services on behalf of the Commission.

The ideal candidate will be responsible for the oversight and administration of the Commission’s activities and functions relating to the supervision of the CAC Section, investigations into and compliance of chartered, franchised, certificated, and registered public service companies, education and community engagement, and miscellaneous duties as assigned.

RECOMMENDED QUALIFICATIONS REQUIREMENTS

A. Knowledge
Principles and practices of supervision and program development, implementation and evaluation; principles and techniques in developing informational and educational campaigns; principles and practices of investigations, including familiarity and interpretation of laws and rules, and rules of evidence; instructional methods and techniques; and report writing.

B. Skills/Abilities:
Plan, organize, direct, coordinate, develop and supervise employees in the section; efficiently manage multiple projects within specified timetables; work independently to develop, provide, and deliver accurate and sound communications effectively in writing, orally, and electronically with exceptional command of the English language; establish and maintain effective and cooperative working relationships; maintain confidentiality in the use of confidential information; learn, apply and explain in an easy-to-understand manner the Commission’s general orders, rules, tariffs, decision and orders, operations, policies, and activities; plan, implement and evaluate programs; operate a motor vehicle; define, analyze and provide alternative course of action to problems; and to maintain regular attendance.

C. Education:
Graduation from an accredited college or university with a bachelor’s degree. The educational training must demonstrate possession of a high degree of English language skills.

A master’s or other advanced degree is preferred but not required.

D. Experience:
Four (4) years of progressively responsible professional experience in areas of program development and implementation, and compliance, enforcement and/or investigation activities.

An advanced degree from an accredited college or university in a relevant field may be substituted for one (1) year of the required experience.

A law degree from a recognized law school may be substituted for two (2) years of the required experience.

Minimum three (3) years of supervisory experience, which includes the planning and directing the work of others; assigning and reviewing their work; advising and guiding them on difficult problem areas; timing and scheduling their work; and training and developing new employees.

Other Information

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be “at will,” which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
