【Key Responsibilities】
- Regulatory Liaison & Relationship Management: Serve as the primary point of contact for the C&ED, Joint Financial Intelligence Unit (JFIU), and other law enforcement bodies ; manage, coordinate, and address all regulatory enquiries, examinations, and reporting on a timely basis.
- MSO License Maintenance: Oversee the upkeep of the company's MSO license, including handling regulatory notifications, corporate changes, and ensuring full alignment with C&ED statutory obligations.
- Regulatory Compliance Framework: Implement, develop, and ensure absolute adherence to local statutory laws, regulatory codes, and the company's minimum compliance standards.
- Compliance Advisory: Provide pragmatic, risk-based regulatory and compliance advisory guidance to internal business units on Fintech, Alternative Payment Methods (APM), and payment processing initiatives.
- Policy & Control Governance: Continuously evaluate, monitor, and quality-assure existing procedures; proactively develop new controls to adapt to evolving local regulatory requirements.
- Financial Crime Oversight: Supervise ongoing AML/CFT duties, including providing guidance on CDD/EDD analysis for complex legal entities , merchant onboarding, and ensuring robust transaction monitoring processes.
- Compliance Training: Assist in the development, coordination, and implementation of compliance and AML training programs to foster a strong compliance culture across the firm.
- Business Partnership: Provide clear guidance and advice to business lines regarding their responsibility for complying with relevant laws, regulations, and firm policies.
- Ad-hoc Initiatives: Support the Head of HK Compliance on ad-hoc departmental projects and wider regional compliance initiatives as required.
【Job Requirements】
- Experience: Minimum 5 years of solid, hands-on experience in a regulatory compliance and AML-related discipline.
- Industry Background: Experience gained within a Fintech, payment service provider, or banking environment is highly preferred; experience within other regulated sectors such as Stored Value Facility (SVF) licensees, Virtual Asset Service Providers (VASPs), or SFC-licensed corporations is also highly valued.
- Regulator Exposure: Proven track record of directly communicating with Hong Kong regulators and managing regulatory audits or inspections.
- Knowledge: Deep understanding of Fintech, E-wallets, and Online Payment ecosystems , with broad regulatory compliance and AML advisory experience.
- Language Skills: Excellent verbal and written communication skills in English is required to handle local regulatory interactions and documentation. Fluency in Mandarin is not mandatory but is considered a distinct advantage.
- Soft Skills: Driven towards being result-oriented , with the ability to act as a trusted advisor and build sound relationships with stakeholders across cross-functional groups.
- Qualifications: Professional compliance certifications (e.g., CAMS, AAMLP, CAMLP, or equivalent legal/compliance credentials) are preferred.
