Brief Job Description:

Performs work related to Division contracts, memoranda of understanding, and requests for funding. Coordinates with grantees and contractors on programmatic activities. Produces grant applications and progress reports, participates in requests for proposals that obtain federal funding, and works with RLHO staff to make state and federal funding available to DSHS organizations and Local Health Entities (LHEs). Initiates program activities to evaluate grants, budgets, and program expenditure data as well as progress on programmatic objectives, to ensure optimum program implementation.

Essential Job Functions (EJFs):

EJF 1: Serves as subject matter expert on Local Health Entity (LHE) contracts, including but not limited to those funded by the Public Health Infrastructure grant (PHIG). Works with RLHO organizations and other areas of DSHS to ensure completion of contract reviews and approvals following agency guidance. Researches, prepares, and presents reports on contract activities and expenditures to management as needed. (30%)

EJF 2: Assists the Grants Team Supervisor with preparing, submitting, and tracking RLHO Division grant applications/proposals, including the PHIG and other requests for proposals/applications. Coordinates the development and submission of grant-required reports. (30%)

EJF 3: Provides consultative services and technical assistance to DSHS Public Health Regions (PHRs), LHE contractors, and program staff to ensure clarity of and compliance with contract requirements. Conducts contract monitoring meetings and site visits as needed. (20%)

EJF 4: Tracks requirements, due dates, and renewals for contracts, grants, and other deliverables to ensure proactive initiation and timely completion. Assigns, prepares, and submits assignments related to RLHO contracts and grants. (15%)

EJF 5: Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations Plan (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements. (5%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of performance measures and grant funding activities.

Knowledge of state and federal laws, regulations, policies, procedures, and processes relating to contracts and grants administration.

Skill in using personal computer application software such as Microsoft Office applications (especially Excel and Word), or similar programs.

Skill in oral communication, including the ability to make public presentations and train staff, contractors, and others.

Skill in written communication, including the ability to write technical information in an understandable format and produce sophisticated reports.

Skill in tracking deliverables and timelines.

Ability to interpret legal documents such as contracts.

Ability to develop, research, interpret, and evaluate policies and procedures.

Ability to research, assemble, correlate, and analyze facts, and devise solutions to problems.

Ability to assess and manage priorities, and meet deadlines.

Ability to effectively work with individuals and groups.

Registrations, Licensure Requirements or Certifications:

Valid drivers license

Certified Texas Contract Manager (CTCM) certification required within one year of start date for this position.

Initial Screening Criteria:

Bachelor’s degree in accounting, finance, business, public administration, or a related field preferred. Experience may be substituted year for year for formal education.

At least two years of experience in the administration, development, coordination, or monitoring of grants or contracts required.

Additional Information:

The full salary range may not be offered due to budget constraints.

RLHO Operations and Business Services Unit offers up to 4 days telework to its team members, in accordance with agency and division telework policy. This position’s ability to telework will be determined by OBS leadership, RLHO policy, and agency and division telework policies. Staff performance is monitored to ensure appropriate use of work hours and agency assets. The position will be required to report to the office, as directed, to fulfill essential job functions.

An in-basket exercise will be required at the time of interview.
