Under the direction of the Court Administrator, supports the Presiding Judge of Oro Valley in providing strategic and day-to-day management and direction of the Town Court programs, services, policies, and staff.

ESSENTIAL FUNCTIONS

Directs, mentors, communicates, evaluates, disciplines, and provides executive leadership to all department staff.
Acts in the Court Administrator’s absence by attending meetings, making decisions, and providing leadership.
Assists in planning, implementing, directing and managing all functions and resources of the court to achieve strategic objectives.
Develops long-range plans and programs, identifies problems, devises and implements solutions, establishes docketing, calendaring, and case management policies, and procedures in accordance with the guidelines established by the Presiding Judge of Oro Valley.
Processes accounting and financial transactions for the court in compliance with Arizona Supreme Court minimum accounting standards, and all applicable Town rules, regulations and ordinances.
Participates in the development and administration the court’s budget and assists in the forecasting of funds needed for staffing, equipment, materials, services and supplies.
Develops, implements, reviews, and refines policies, procedures, and systems to support and improve the operational efficiency and effectiveness of the Court case management, including staff assignment and file maintenance.
Establishes and monitors procedures for continual improvement.
Implements procedures and completes updates to case management system and trains staff on all changes.
Works closely and maintains a cooperative working relationship with the Presiding Judge and Court Administrator, which include working on all operation, compliance, and legal issues related to the court.
Works collaboratively with the Presiding Judge of Oro Valley and Court Administrator on technological improvements and other programs or processes that will increase the efficiency of case processing.
Fosters teamwork between divisions, within the department, and with other Town departments.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Ability to be an active, positive and contributing team member of the Department’s Management Team.
Ability to communicate effectively both verbally and in written communication.
Ability to demonstrate flexibility and judgment in difficult or stressful situations.
Ability to establish and maintain effective working relationships.
Ability to organize work, set priorities, meet critical deadlines and follow up on work assignments with minimal supervision.
Knowledge of applicable criminal or civil law terms, Town ordinances, State statutes, codes, rules and regulations, especially those governing the court system.
Knowledge of computers, systems and/or programming.
Knowledge of customer service techniques and methods.
Knowledge of management and/or supervision principles and possession of strong leadership skills.
Knowledge of records management, case-flow management, bookkeeping and recordkeeping principles and practices.
Knowledge of the functions and procedures of a limited jurisdiction court in Arizona.
Knowledge of, or ability to learn, Town and Department policies and procedures.
Skill in analyzing a variety of administrative, operational and fiscal issues/problems, and making recommendations for solutions.
Skill in assessing, analyzing, identifying and implementing solutions to complex problems.
Skill in the use of Microsoft Office suite.

MINIMUM QUALIFICATIONS

A bachelor’s degree from an accredited college or university in Judicial Administration, Business or Public Administration, Criminal Justice or a closely related field.
Three (3) years’ experience working in a court or legal setting.
Five (5) years’ experience in a managerial capacity.
An equivalent combination of education and experience may be considered.

PREFERRED QUALIFICATIONS

Certification in the Court Manager Program (CCM) or Fellowship and/or Arizona Court Manager (ACM).
Experience with the Limited Jurisdiction Case Management System AJACS or other court case management systems.
Experience with eFiling and/or AZTurboCourt.

ENVIRONMENTAL FACTORS AND WORKING CONDITIONS

Work is performed in an indoor environment.
Must be able to lift or move up to ten (10) pounds.
Regular and reliable attendance; may work more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.
