Aretera Public Affairs is looking for a public policy consultant that would be supporting day-to-day government affairs activities of a multinational client that is operating in the financial services and technology space (hereinafter: Client). This position is offered as a secondment, with the consultant working on assignment full-time with the Client.

Please note that the position is full time and will be based in Belgrade, Serbia, with a hybrid work setting. The position will require frequent regional travel, primarily to Montenegro and Bosnia and Herzegovina, and elsewhere regionally and globally when appropriate.

Key responsibilities

Strategy development & advocacy: Proactively identify and address policy issues, legislative proposals, and regulatory developments that may impact Client’s business operations, reputation, and market access in Serbia, Bosnia & Herzegovina and Montenegro.

Stakeholder engagement: Build and nurture constructive relationships with government officials, regulators, legislative bodies, industry associations, and non-governmental organizations. Represent the Client at key policy dialogues, public hearings, etc.

Policy analysis & positioning: Monitor and analyze legislative, regulatory, and political developments affecting Client’s business operations in close collaboration with Client’s regulatory team. Develop policy positions, briefing notes, and advocacy materials for internal and external stakeholders.

Cross-functional collaboration: Work closely with the Client's local business team and European Government Affairs function to ensure coordinated responses to policy challenges and business opportunities.

External representation: Act as Client’s voice in industry coalitions, working groups, and public-private partnerships on policy issues. Present Client’s perspectives in public consultations, roundtables as appropriate and in compliance with corporate policy.

Crisis management: Advise on crisis preparedness and response in the event of legislative or regulatory changes that could affect Client’s operations or reputation.

Reporting & communication: Prepare and deliver regular updates, reports, and recommendations to senior leadership and global policy teams on relevant government affairs and policy developments.

Compliance: Ensure adherence to all applicable local lobbying regulations, including timely registration, accurate reporting requirements, and maintenance of required documentation and disclosures.

Qualifications & Skills

  • Master’s degree in Political Science, Public Policy, Law, International Relations, Economics, or a related field.
  • Minimum of 5 years’ experience in government affairs, policy analysis, legislative or regulatory advocacy in Serbia, Bosnia & Herzegovina and Montenegro.
  • Knowledge of and experience in the financial sector will be considered an advantage but are not mandatory.
  • Deep understanding of legislative and regulatory processes at the national (Serbia, Bosnia & Herzegovina and Montenegro), regional and international levels.
  • Prior experience in a global corporate setting or multinational environment will be considered an asset.
  • Strong network of relationships with policymakers, regulators, and industry stakeholders.
  • Excellent analytical, research, and problem-solving skills.
  • Excellent written and verbal communication skills, with the ability to translate and adapt complex policy issues into clear, persuasive messaging.
  • Demonstrated experience in building consensus and influencing outcomes in multi-stakeholder environments.
  • Ability to effectively handle multiple priorities and deadlines in a fast-paced, constantly evolving environment.
  • High degree of integrity, professionalism, and sound judgment.
  • Fluency in Serbian/Bosnian/Montenegrin and English required.
