MVG’s Role with RegalEarth Group

MVG serves as the management consulting company for RegalEarth Group, a Dubai-based mining capital firm. In this capacity, MVG oversees strategic direction, corporate governance, and operational management for RegalEarth Capital and Project Companies.

We are currently supporting one of RegalEarth’s project companies in hiring for this critical on-the-ground role in Somaliland.

Job Purpose

RegalEarth is seeking a highly capable Government Public Affairs Officer to support government relations, regulatory coordination, and external affairs operations in Somaliland. The role serves as the primary liaison between the company and relevant government authorities, ensuring the efficient handling of licensing, documentation, compliance, and institutional communication matters. The successful candidate will maintain professional relationships with government stakeholders, support operational continuity, and coordinate official engagements in alignment with the company's international governance standards.

Reporting Structure

· Directly reports to: Local Manager and Project Coordinator.

· Receives strategic direction and executive oversight from: Chief Executive Officer (CEO).

Duties and Responsibilities

Government Affairs & Regulatory Coordination

  • Serve as the primary liaison between the company and Somaliland government ministries, departments, and administrative authorities.
  • Coordinate licensing, permits, registrations, immigration matters, work permits, and related government procedures.
  • Monitor compliance requirements, policy updates, and administrative developments relevant to company operations.
  • Coordinate responses to inspections, official inquiries, and regulatory requests.

Official Documentation & Administrative Processing

  • Draft, review, organize, and maintain official correspondence, applications, reports, and memoranda.
  • Ensure all submissions comply with local procedural and formatting requirements.
  • Maintain accurate records for approvals, renewals, and ongoing submissions.
  • Support internal teams with documentation and procedural coordination.

Government & External Relations

  • Build and maintain productive working relationships with government officials and administrative personnel.
  • Represent the company at routine government meetings and working-level engagements when required.
  • Support preparation of agendas, briefing materials, and follow-up actions for senior management meetings.

Negotiation & Stakeholder Coordination

  • Conduct working-level negotiations within delegated authority regarding administrative procedures and operational coordination.
  • Protect the company's operational interests while maintaining constructive government relationships.
  • Escalate sensitive matters to senior management with clear recommendations and risk considerations.

Qualifications

Education & Experience

  • Bachelor's degree or above in International Relations, Public Administration, Law, Political Science, Business Administration, or related disciplines.
  • Minimum 3 years of relevant experience in government affairs, public affairs, external relations, or regulatory coordination.
  • Prior experience in government affairs, public affairs, diplomatic engagement, or international stakeholder relations is strongly preferred.

Language Requirements

  • Fluent written and spoken English is required.
  • Arabic or additional regional language capabilities are considered an advantage.

Professional Competencies

  • Strong communication, negotiation, and stakeholder management skills.
  • Familiarity with government administrative procedures and documentation processes.
  • Strong organizational ability with attention to detail and deadline management.
  • Proficiency in Microsoft Office Suite and standard business reporting tools.

Digital & Data Capabilities

  • Proficiency in utilizing AI-assisted productivity, research, and information management tools to improve operational efficiency and decision-making.
  • Ability to collect, interpret, and analyze regulatory, operational, and stakeholder-related data and present findings in a clear and actionable manner.
  • Experience preparing reports, briefing materials, dashboards, and management updates based on qualitative and quantitative information.

Working Conditions

This role is based in Hargeisa, Somaliland, and requires regular engagement with middle-level government officials, regulatory authorities, and public sector stakeholders to support government affairs, compliance, and external relations activities. The position may involve occasional travel within Somaliland and surrounding regions based on operational requirements. Candidates must be comfortable working in a fast-paced and developing market environment with evolving administrative procedures.

Position Type & Expected Hours of Work

  • Full-time position.
  • Standard working hours are Monday through Sunday, only Friday off, based on local business practices and operational requirements.
  • Flexibility may be required to accommodate meetings with government authorities, regulatory agencies, and international stakeholders across different time zones.
  • Occasional work outside normal business hours may be required to support official engagements, government affairs matters, or business priorities.

Travel

  • Occasional international travel may be required for regional meetings, training programs, conferences, or business-related assignments.
  • Estimated travel requirement: 20–30% of working time, depending on operational needs and government engagement activities.
