UNODC is the United Nations entity leading global efforts to combat drugs, organized crime, corruption, and terrorism, while promoting justice, the rule of law, and sustainable development. It supports Member States through technical assistance, capacity-building, and international cooperation in line with the 2030 Agenda and the Sustainable Development Goals.
The UNODC Regional Office for the Middle East and North Africa (ROMENA), established in 1997, supports Member States across the region, including Algeria, through programme offices and regional initiatives addressing security and justice challenges.
The Global Maritime Crime Programme (GMCP) originated from the Counter Piracy Programme established in 2009 and has since expanded to address a broad range of maritime crimes, including piracy, smuggling, trafficking in persons, and illicit drug trafficking. GMCP supports Member States through training, equipment provision, coordination initiatives, and strengthening the criminal justice chain, including specialized Visit, Board, Search and Seizure (VBSS) training.
Within the Mediterranean region, GMCP works closely with maritime law enforcement and criminal justice authorities to enhance operational capacity, promote regional cooperation, and strengthen rule-of-law-based responses to maritime crime.
Under the supervision of the GMCP Programme Coordinator for the Mediterranean, the UN Volunteer (Expert) will:
- Support the design, implementation, monitoring, and evaluation of GMCP activities in line with UNODC priorities and regional needs.
- Contribute to assessments of technical assistance and capacity-building needs of maritime law enforcement and criminal justice authorities.
- Provide technical and programme support to project planning, budgeting, workplans, and documentation.
- Conduct research and analysis on maritime crime and illicit trafficking trends in the Mediterranean region.
- Draft and review substantive outputs, including reports, briefing notes, donor updates, and analytical papers.
- Support coordination, monitoring, and evaluation activities, including programme reviews and evaluations.
- Assist in organizing and supporting meetings, workshops, trainings, and conferences.
- Provide support to administrative, procurement, financial, and consultant-related processes in compliance with UN rules.
- Support budget monitoring, expenditure tracking, and timely implementation of activities.
- Participate in and support field missions, stakeholder engagement, and mission reporting as required.
- Maintain project documentation, records, and reporting files.
- Facilitate coordination with national counterparts, partners, and stakeholders.
- Perform other related professional duties as required.
Requirements
Experience: Minimum 7 years
Education: Bachelor’s degree in social sciences, international relations, law, criminology, security studies, development, or a related field
Languages
- English – Fluent (required)
- Arabic – Fluent (required)
- French – Working knowledge (desirable)
Skills and Experience
- Experience in programme management/support, maritime security, criminal justice, or related fields at national or international level.
- Demonstrated experience in planning, implementation, monitoring, and reporting of programmes.
- Experience in capacity-building and coordination with national and regional stakeholders (desirable).
- Required experience with UNODC Border Management Branch (BMB), particularly maritime crime programmes.
- Strong drafting and analytical skills aligned with UN and donor standards.
- Excellent communication and interpersonal skills in multicultural environments.
Volunteer Living Allowance: currently US$ 3,975 to US$ 4,425
