Brief Job Description:

The Contract Data and Quality Assurance Manager reports to the Director of Contract Oversight and Support and performs highly advanced (senior-level) managerial work administering the daily operations and activities for the Contract Data and Quality Assurance programs within the Contracts Oversight and Support (COS) Division of DFPS. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Serves as back up to the Director of Contracts Oversight and Support as needed.

Essential Job Functions (EJFs):

Manages day-to-day activities of multiple complex business functions on the data and quality assurance teams such as data analysis, systems analysis, report development, quality assurance and continuous quality improvement as well as leading implementation of agency-wide contract initiatives to oversee and support contracting programs and ensure compliance with statute. Manages staff resources within the data and quality assurance programs to achieve timely outcomes and measurable goals including the timely publication of required reports, policies, and/or procedures, timely release of the quality assurance and data system integrity plans, training, and timely delivery of initiatives for programs. Coordinates with the Manager of Contract Policy, Training and Technical Assistance to coordinate division resources to achieve competing goals across multiple contracting programs and to ensure priorities remain aligned division wide in coordination with COS Director. (30%)
Oversees identification of data, reporting, and quality assurance needs for DFPS to provide appropriate oversight and support of contract divisions including the development and implementation of recommendations to improve program operations. Monitors and evaluates implementation of changes in support of continuous quality improvement. (15%)
Establishes the respective program’s goals and objectives, implementing guidelines, policies, and procedures to ensure compliance with procurement and contracting laws, rules, and policies while supporting the achievement of contracting program outcomes. (15%)
Oversees the development and implementation of techniques for evaluating business functions including developing techniques for effective reporting and data driven quality assurance utilizing relevant contract data from systems including IMPACT, SCOR, CAPPS Financials, etc. (10%)
Oversees outreach related to data and quality assurance with all contract areas including contracting stakeholders such as finance, legal, the office of data and systems improvement (ODSI), and the HHSC Procurement and Contracting Services (HHS PCS) division as well as various standing committees including the policy committee, training committee, and conference committee to evaluate business functions across divisions and departments. Oversees and coordinates the development of the annual quality assurance plan travel budget including identifying onsite activities requiring employee travel and recommends budget adjustments related to the position’s respective programs. (5%)
Leads or oversees cross-divisional and cross agency initiatives to implement process improvements identified through quality assurance and data analysis or policy training and technical assistance activities (5%)
Evaluates the impact of proposed federal and state laws on program objectives and division responsibilities related to legislative implementation. (5%)
Oversees preparation of management and productivity reports regarding the status of all initiatives within the contract data and quality assurance portfolio. (5%)
Performs other duties as assigned. (5%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of local, state, and federal laws and regulations relevant to contracting, contract oversight; and the principles and practices of public administration and management.
Knowledge of DFPS contracting and/or grant programs in areas including Purchased Client Services, Community Based Care, and Information Technology Services.
Knowledge of complex information systems including CAPPS Financials, SCOR or similar systems that support procurement or contract management activities.
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems, and the use of a computer and applicable software.
Skill in conducting analysis using data from across multiple systems and developing sound recommendations that balance both the legal and technical requirements involved and practical application by contracting areas.
Skill in systems analysis, database structures and theories, and reporting using Web-intelligence, SQL, TOAD, Tableau, and MS Excel.
Skills in providing leadership, including decision making, trust building, goal setting, conflict management and team development.
Ability to manage business function, division, or department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.
Ability to collect and analyze complex data, evaluating information, and drawing logical conclusions.
Ability to communicate effectively with all levels of staff, executive management, and stakeholders both orally and in writing with tact and diplomacy.
Ability to mentor, lead project staff, and positively influence those that are not direct reports.

Registrations, Licensure Requirements or Certifications:

Certified Texas Contract Manager (CTCM) within 18 months of hire, and Certified Texas Contract Developer (CTCD) within 24 months of hire.

Initial Screening Criteria:

Experience in contract management or contract oversight functions. Graduation from an accredited four-year college or university. Experience and education may be substituted for one another. Minimum 5 years of experience relevant to organizational operations, contract management, contract oversight, project management, or grant management. Minimum 3 years of experience in development of complex professional or technical work to include: quality assurance and risk management; organizing and directing complex projects; systems analysis or design; database development and management.

Additional Information:

This position is eligible to telework in accordance with DFPS policy. The incumbent will be subject to attending in-person meetings and the annual contracting conference as required by the COS Director. The salary for this position is determined by existing budget levels.
