Examples of Duties
General Overview
Under the general supervision of the County Attorney, or Deputy County Attorney, the Chief of Transactions assists with review and assignment of transactional matters, for the various agencies of the Baltimore County government. Work of this class involves supervising legal, professional, para-professional, and office support staff.
Employees in this class work a conventional workweek. Work is performed in an office where normal working conditions are encountered. The work requires minimal physical exertion. Responsibilities for the position include, but are not limited to the following:
Essential Job Functions
Under the direction of a Deputy County Attorney, assists in the development and implementation of administrative and legal operating policies and procedures.
Evaluates the performance of, disciplines and recommends the hiring, firing and promoting of subordinate legal and office support personnel.
May draft and/or review complex contract, real estate, financial, legislative and/or procurement matters on behalf of the Baltimore County government. These may include contracts, deeds, leases, bills and resolutions, collection letters and reports, loan and bond documents, etc.
Performs legal research and renders legal opinions of difficult and complex questions of law raised by County departments and agencies.
Confers with County agency heads and personnel on legal matters and problems concerning their agency operations and business dealings.
Supervises and trains attorneys that represent County agencies, boards and commissions.
Supervises and trains attorneys that attend and represents the interests of the County in any negotiations with unions and various public and private organizations and groups.
Supervises and trains subordinate attorneys that review and/or draft legal documents needed by the various County agencies
Supervises and trains attorneys to conduct contract and settlement negotiations on behalf of County agencies.
Advises the County Executive, the County Administrative Officer, County departments, offices and agencies and the County Council on legal matters, as necessary.
Appears before the County Council, as necessary, to discuss the legal sufficiency of proposed legislation and to present proposed contracts or other transactions for approval.
Performs all other duties within the Office of Law as assigned by the County Attorney (or his/her designee).

Ability to manage and prioritize multiple complex matters.

Qualifications
Education and Qualifications
A law degree from an ABA-accredited law school.
Admission to the Bar of the State of Maryland is required.
Minimum Qualifications
Graduation from an ABA-accredited law school.
Licensed to practice law in the State of Maryland, or eligible to waive into the bar of the State of Maryland.
Fifteen (15) years of experience in transactional/procurement experience, including but not limited to legal work with state, federal and municipal governments, legal writing experience, and practice representing municipal or State agencies.
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Health Insurance

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.
Employees may elect basic term life insurance for themselves equal to one time the employee’s annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.
Paid Leave
Sick Leave – Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave – Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays – Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
