The Texas Treasury Safekeeping Trust Company (TTSTC) is a special-purpose entity that manages, safeguards, and invests public funds and securities belonging to the state of Texas, its agencies and local political subdivisions of the state. TTSTC’s special-purpose entity status provides the Comptroller’s office direct access to specialized investment services and programs enabling the Comptroller to achieve the highest return at the lowest cost to the state.

Are you an experienced Paralegal with experience in investments, including private equity, hedge funds, and venture capital?

The TTSTC Legal Department is seeking a highly skilled and detail-oriented Paralegal. This is a unique opportunity to join a collegial, and supportive legal team working in a dynamic environment at the intersection of law, finance, and public service. The ideal candidate will have significant experience with limited partnership agreements, side letters, and subscription documents. This role is critical to ensuring the smooth operation of TTSTC’s investment process. In this role, you will support the TTSTC Legal Department acting as a key liaison with internal and external teams, reviewing, analyzing, and preparing private investment documents, and supporting the legal team in contract negotiations, among other tasks. Work Hours

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Qualifications

Minimum Qualifications

Graduation from an accredited college or university with an associate’s degree.
Five (5) to six (6) years of legal assistance/paralegal work experience.
Experience organizing and managing a diverse range of assignments.

Preferred Qualifications

Graduation from an accredited college or university with a bachelor’s degree or with major course work in law or a related field.

LICENSES / CERTIFICATIONS

Successful completion of a Paralegal certificate or relevant experience required.

SUMMARY OF PHYSICAL REQUIREMENTS

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.

In this role you will

Document and file management:

o Management of records management system electronic document/file system for legal and related documents, including centralization of document entry ensuring consistency in naming conventions and document classification.

o Collects, records and maintains files and other documents.

o Manages revision and approval of internal policies, rules and other TTSTC operational documents.

o Organizes and maintains organizational records and files

o Drafts and responds to correspondence, open records requests, and opinion requests involving legal interpretations and decisions.

o Responds to audit requests.

o Prepares and maintains compliance calendars for ongoing and anticipated projects, including anticipated regulatory filings.

o Researches and analyzes legal sources such as statutes, case law, administrative records, opinions, articles, treaties, and rules and regulations.

o Prepares synopses, abstracts or summaries of complex legal issues.

o Prepares, reviews, and edits legal documents.

o Assists with implementing and documenting investment compliance activities.

Assists in drafting and managing contracts, including:

o Interacting with vendors

o Reviewing invoices for contract adherence

o Preparing quarterly reports to Contract Administration Office

o Assists attorneys with reviewing and analyzing limited partnership agreements and other investment documents, including documents pertaining to direct investments such as shareholder agreements, investment rights agreements, certificates of incorporation and stock purchase agreements.

o Assists with drafting subscription documents and side letters.

o Prepares trade tickets.

Leads company’s efforts to coordinate cost analyses and bill summaries for proposed legislation, and tracks and analyzes relevant legislation.
Performs other related work as assigned.
