About the Role

Megarme is consolidating its operations in the Kingdom of Saudi Arabia and is looking for an experienced Operations Manager – Infrastructure & Construction Services to lead business development and project execution across the infrastructure, construction, civil, and built-environment sectors.

This is a senior, hands-on role for a commercially driven operations leader who can bring business, open doors, manage clients, execute projects, and deliver results immediately after joining.

The successful candidate will be responsible for developing Megarme’s Infrastructure & Construction business unit in Saudi Arabia, mainly focused on the Eastern Province, while supporting opportunities across the Kingdom.

Key Responsibilities

  • Develop new business opportunities in Saudi Arabia, especially in the Eastern Province.
  • Build and maintain strong relationships with contractors, consultants, developers, government entities, and project owners.
  • Identify opportunities, attend client meetings, and convert leads into awarded projects.
  • Support tenders, quotations, technical submissions, commercial proposals, and negotiations.
  • Manage projects from award to completion, ensuring safe, timely, and profitable delivery.
  • Plan manpower, equipment, site logistics, supervision, and subcontractor requirements.
  • Ensure strong control over productivity, quality, HSE, cost, and client satisfaction.
  • Manage site teams, supervisors, subcontractors, suppliers, and client communication.
  • Monitor project performance, budget, revenue, cost, profitability, and cash flow impact.
  • Prepare forecasts, project reports, execution plans, and operational updates for senior management.
  • Identify commercial, contractual, legal, and operational risks before and during project execution.
  • Support invoicing, variations, claims, collections, and contract compliance.
  • Strengthen Megarme’s presence and reputation in the Saudi infrastructure and construction market.

Must have qualifications

  • Strong background in Infrastructure & Construction Services, including civil works, buildings, façades, airports, metro/rail, bridges, stadiums, public infrastructure, and major construction projects.
  • Proven experience managing construction, infrastructure, or civil service projects from award to completion, including manpower planning, site execution, safety, quality, productivity, and client coordination.
  • Experience in Saudi Arabia, preferably in the Eastern Province, with exposure to main contractors, consultants, developers, government entities, or major project owners.
  • Ability to support business development, tenders, quotations, technical submissions, and commercial proposals.
  • Must be based in Saudi Arabia or willing to relocate to the Eastern Province.

Preferred Qualifications

  • Existing client relationships in Saudi Arabia, especially with main contractors, consultants, developers, government entities, or major project owners.
  • Demonstrable ability to generate business, open doors, and convert opportunities into revenue.
  • Experience in rope access, façade access, difficult access, inspection, repair, maintenance, cladding, cleaning, rectification, or access solutions.
  • Strong commercial awareness, including revenue, profitability, cost control, project margins, and cash flow impact.
  • Strong knowledge of P&L management, including forecasting, gross profit, net profit, cost control, and project profitability.
  • Ability to prepare and review estimates, budgets, commercial proposals, rate build-ups, and project forecasts.
  • Strong understanding of commercial matters, including payment terms, variations, claims, invoicing, collections, and contract obligations.
  • Working knowledge of KSA business and legal requirements related to project execution, including contracts, compliance, permits, client requirements, subcontractor management, and local regulations.
  • Ability to identify and manage commercial, contractual, legal, and operational risks.
  • Ability to manage teams, subcontractors, clients, and site operations independently.
  • Proven track record of delivering results quickly in a commercial and operational leadership role.
  • Strong understanding of HSE, QA/QC, permits, site access, manpower productivity, and construction project execution.
  • Excellent communication skills with clients, consultants, contractors, and senior management.
