Job Description

This is a non-merit position. Candidates must follow the instructions in the “To Apply” section.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services – Human Resources Enterprise.

We seek a motivated and accomplished leader to serve as the Department’s Attorney 2 for the Division of Higher Education.

Your Responsibilities:

Perform administrative/professional legal work representing the Department of Education’s higher education division, with the exception of the board of law examiners:

Assist director, division administrator, general counsel, and staff with legal functions of the Department.
Research legal issues and provide legal advice, in conjunction with the attorney general’s office and the Department’s general counsel.
Act as an attorney for the Iowa College Student Aid Commission, in conjunction with the attorney general’s office and the Department’s general counsel.
Provide information, Q & A’s, and professional development on selected legal issues.
Make recommendations related to needed legislative changes in the Code, review proposed
legislation, and help interpret newly passed legislation.
Participate in the Department’s legal team.
Other duties as by the director or the division administrator.

Review contracts, agreements and other legal documents as assigned.

Assist the Department’s CFO, bureau of accounting, and general counsel in maintaining and monitoring the contracting and grant awarding processes, including making suggestions for improvement or legal compliance.

Provide analysis and legal guidance on unique policy proposals and interpretations impacting agency priorities and execute other duties as assigned.

Assist the Department’s communications team and general counsel in responding to requests under Iowa Code chapters 21 and 22, including legal review of open records requests.

Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

Graduation from an accredited school of law, and experience equal to two years of full-time work in the practice of law; not including experience as a law clerk.
Current, continuous experience in the state executive branch that includes eighteen months of full-time work with the employing agency in the practice of law; not including experience as a law clerk.

Additional Qualification Requirements

Within a period of time after hire, as determined by the appointing authority, employees in this class may be required to be admitted to the Iowa State Bar if required at the time of appointment.
