Essential Job Functions:
The Licensing Clerk performs clerical and customer support functions to issue business and marriage licenses in accordance with departmental procedures, Annotated Code of Maryland for Cecil County Circuit Court. The incumbent will use E-license and Marriage in Maryland (MIM) programs. This position will also assist the Land Records Department as needed.
Assists the public in person or by phone with inquiries concerning issuance of select licenses and applications.
Swear in notaries and other commissions, index commission documents and process payments for said notary fee.
Process marriage license applications and perform marriage ceremonies; research historical marriage information to prepare certified copies; scan and upload marriage records; index historical marriage records and process payments for said documents.
Process business license applications and renewals. Assist members of the public with inquiries concerning issuance of select license(s) for type of businesses. Process payments for said licenses.
Assist the land records department to processes and records land documents, issues receipts in accordance with department procedures, assigns liber and folio or other reference to documents, collects appropriate fees and calculates taxes and penalties, as appropriate, performs cashier functions, arranges documents in numerical sequence and prepares for batch processing.
Minimum Qualifications:
Education: High school diploma (or GED equivalent).
Experience: One (1) year of general clerical experience.
Note:
A Bachelor?s Degree may substitute the required work experience.
A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience.
Knowledge:
General office practices, procedures, and equipment.

Communicating information effectively.
Analyzing records, reports, and other business documents and noting details and facts pertinent to this assignment.

Ability to:
Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, cash register, scanner, fax machine, etc.
Use and maintain alphabetical and numerical filing systems.
Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.
Understand and carry out complex verbal and written instructions.
Exercise independent judgment in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.
Multitask, adjust to situations quickly, set priorities, and handle pressure in a fast-paced environment.
Remember a variety of steps for processing business and marriage licenses and being able to refer to notes when necessary.
Assess problems tactfully, professionally, and patiently with customers, co-workers, and agencies always.
Maintain a good rapport with customers during all outside interactions by quickly replying to their requests and providing accurate information.
Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Personal computer, Calculator-end of day reconciliation. Motor Vehicle-traveling for training. Scanner-scan in documents to process in systems. Telephone-answering/returning phone calls. Copier-to make copies of documents. Paper/Pencil-taking notes to return customer phone calls. Cash register-process monies received. Fax-operate to receive faxes. Mail machine-to process office mail
Software and Computer Skills:
Outlook-emails/correspondence. Excel-record keeping. Word-correspondence. Zoom-webinars/meetings. Microsoft Teams-messaging of employees
