Description of Job

About the Work Unit
CDOT’s Center for Procurement and Contract Services (CPCS) procures goods and services and contracting needed in a timely and cost effective manner in compliance with the State Procurement Code, State Fiscal Rules, and Office of the State Controller policies. This unit also interprets and applies relevant Federal, State, and Department rules and regulations and professional purchasing practices to assure accountability, integrity, and fairness to the public and to the business community. CPCS personnel develop, implement, guide, direct, and monitor all CDOT personal services purchasing and contracting activities; develop tactical and strategic purchasing and contracting plans; and provide professional purchasing and contracting expertise, education, counsel, and assistance to CDOT management and staff.

The Center for Procurement and Contract Services is comprised of two sections, Administration and Operations and is instrumental in not only the procurement of the goods and services used by the Department of Transportation, but also the administration of contracts for IGA’s, IAA’s, Personal Services and Grants.

About the Position
As a Contract Administrator III, you will provide contracting services in a timely and cost effective manner to CDOT.

Your duties and responsibilities will include, but are not limited to, the following:

Contracting Services

Work with project managers from CDOT, Local Agencies and the vendor and consultant community to determine the proper type of contract needed and the best approach to completing the contracting process in the most accurate and timely way possible.
Review the budget, shopping cart, Scope of Work and Contract Checklist for accuracy and completeness and notify the project manager, region business office or Local Agency of any inaccuracies or incompleteness to ensure the contract is completed in a timely and accurate manner.
Write, prepare, negotiate, coordinate, review and oversee personal services contracts, grants, Intergovernmental Agreements (IGAs), Interagency Agreements (IAA’s), task orders, option letters and contract amendments according to State and federal requirements.
Track contract activity and data, including but not limited to insurance validation and contract terms and maintain contract data in the Center’s contract databases and State’s Contract Management System.
Maintain fully supported and retrievable contract files.

Provide interpretation of rules and contracting processes

Assure accountability, integrity and fairness in contracting processes to the public and to the business community.
Provide advice and consultation in technical areas of Statewide contracts.
Provide advice, guidance and information to Department heads, managers and vendors to gain support for contracting policies and procedures.

Provide Training

Provide training and share experience with other Contract Writers in the Center for Procurement and Contract Services (CPCS) regarding type of contract templates appropriate for certain scenarios, budget checks and drilldowns for different project types, funding sources and appropriate scopes of work related to different contract types.
Train CDOT project managers in the budgeting, federal authorization and contracting processes to ensure the contracts are completed as timely and accurately as possible.
Communicate to Local Agency, vendor and consultant project managers changes in contract templates and procedures that may affect their submissions and/or review processes.

Other duties as assigned.

Work Environment

Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
You will likely work a hybrid schedule with a combination of in-office and remote work after completion of a training period.
Some travel to meet with CDOT customers and attend trainings, including occasional overnight travel 1-3 times per year.

Minimum Qualifications

Experience Only
A total of six (6) years of experience that included:

Four (4) years of full-time professional experience in business administration, public administration, accounting, finance, law, or another field of study closely related to the duties of this position.
AND two (2) years of full-time professional contract experience that included writing new contracts and modification documents as well as processing a high volume of contract documents through an established process.

OR

Experience and Education

A combination of relevant education and experience equal to at least six (6) years.

Education from accredited college or university in business administration, public administration, accounting, finance, law, or another field of study closely related to the duties of this position will be considered.
Full-time professional contract experience that included writing new contracts and modification documents as well as processing a high volume of contract documents through an established process will be considered.

Preferred Candidate Qualifications
The preferred applicant will be an experienced Contract Administrator with proven ability or accomplishment in the following:
Demonstrated success with the duties listed in the Description of the Job section;
State service experience related to the duties of this position;
Highest work/personal ethics and integrity;
Comprehensive knowledge and experience drafting contract provisions, contract modification documents, and executing contracts;
Demonstrated experience with contract law;
Comprehensive knowledge and experience reviewing and monitoring contracts for legal compliance;
Experience with contracting issues including but not limited to intellectual property, liability, indemnification, scope of work, insurance, term, multi-party agreements, negotiations, assignments, breach of contract and other potential grounds for modification or termination;
Completion of State contract training in areas such as procurement writing, contract provisions and indemnification and limitations of liability.
Planning and organizational skills and experience; proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
Excellent customer service skills;
Ability to work under tight deadlines and be adaptable to changing assignments;
Excellent reasoning, investigative, analytical, and problem solving ability;
Ability to take initiative to solve problems in an innovative manner;
Ability to work with a variety of stakeholders with sensitivity to their needs, priorities, promises made, and commitments;
Ability to negotiate mutually acceptable solutions and build consensus through give and take;
Effective interpersonal and relationship building skills;
Excellent communication skills, both written and oral including facilitation and presentation skills and experience;
Strong attention to technical detail and accuracy;
Ability to work effectively in both independent and team situations;
Fluency in Microsoft Office Suite (Word, Excel, PowerPoint), Gmail and Google Applications, SAP, and the ability to quickly learn other software systems.

Exceptional Candidate Qualifications
In addition to the Preferred Candidate Qualifications, the Exceptional Candidate have proven ability or accomplishment in the following:

A Juris Doctorate Degree;
Working knowledge of State Personal Service Contract and Grant templates and terms/conditions;
Experience with Intergovernmental Agreements (IGAs) and Interagency Agreements (IAA’s);
Working knowledge of SAP;
Comprehensive knowledge and experience with Colorado procurement rules, and Colorado State fiscal rules.
