Job Description
Internal Position Title: VOCA Compliance Officer
FLSA Status: Non-Exempt
Supervisor: Director of Victims Services
Applications Accepted Until: June 16, 2025
Salary: $37,000 – $40,000
BENEFITS: This is a federally funded position with full state retirement and insurance benefits, including paid health, dental, life, and disability insurance. Annual and sick leave begin accruing immediately.
DUTIES:
Work closely with the Victims Services Director and VOCA Program Monitors to ensure VOCA policies and procedures are current and the required signatures are obtained.
Reply to requests from subrecipient auditors and document the receipt of audit reports.
Periodically monitor subrecipient audit requirements and expiring indirect costs agreements pursuant to federal requirements.
Develop a complete understanding of all federal VOCA grant rules and the federal financial guide.
Develop a complete understanding of the online grant management system.
Provide technical assistance, when necessary, to subrecipients.
Keep all compliance-related spreadsheets current and accurate.
Identify subrecipient compliance issues that require follow-up or further examination and report findings to appropriate VOCA Program Monitor.
Ensure required documents from subrecipient are up to date and filed in the appropriate network folder.
Prepare, disseminate and enter all subrecipient subgrant award report data and maintain the correct information in the OVCPMT system.
Assist with subgrant reconciliations and grant project contract setup in PeopleSoft.
Develop and modify forms in accordance with federal rules and regulations.
Periodically check links on the website to determine all are still working and current.
Periodically explore grant opportunities and share with subrecipients and the VOCA grant team.
Conduct on-site monitoring of appx. 10 subrecipients to insure federal guidelines are being followed.
Other duties as assigned.
QUALIFICATIONS:
A minimum of a Bachelor’s Degree that may be substituted with experience or a combination of education/experience in one or more of the following areas: grants administration and/or accounting.
Proficiency with Microsoft Word, Excel and Adobe Acrobat Professional is required.
Familiarity with web-based grants management systems applications is preferred.
Experience with federal grants management is preferred.
Excellent oral and written communications skills are required.
Good organizational skills, with attention to detail, are required.
Must be able to work both independently and with a team.
Self-starter with the ability to appropriately prioritize tasks.
The ability to establish and maintain effective working relationships with internal and external stakeholders.
General knowledge of victims’ services is preferred.
