Right of Way Agent – Halo Land Management

W2 Full-Time & 1099 Contract Roles | Local Travel Required

Fuel the Future. Energize Communities. Land Work that Gets It Done.

At Halo Land Management, we support the infrastructure that powers America — from energy transmission lines to oil & gas pipeline corridors. As a Right of Way Agent, you’ll work directly with landowners to secure access, navigate title issues, and clear a path for critical energy projects across Ohio, Pennsylvania, West Virginia, New York, and Michigan.

We’re currently hiring ROW agents for a mix of utility-scale electrical transmission and midstream oil & gas projects. Whether you’re experienced in easement negotiation, landowner outreach, or courthouse research — there’s a seat for you at the table. Some roles are W2 full-time with benefits; others are 1099 with competitive day rates.

A Day in the Life: Where the Lines Cross and the Work Begins

You begin your day in Washington County, PA, reviewing updated parcel data for a high-voltage transmission project. Before noon, you’re knocking on a landowner’s door outside Parkersburg, WV, explaining easement boundaries for a proposed oil pipeline. After lunch, you’re scanning mineral title in Belmont County, OH, or preparing a report for a stakeholder meeting in Washtenaw County, MI.

On other days, you might be reviewing construction plans, recording signed agreements, or coordinating with legal and title teams to cure a defect that’s holding up progress. Whether you’re in the field, at the courthouse, or catching up on documentation — your work powers real results.

What You’ll Do

Represent electric and oil & gas infrastructure projects to landowners, communities, and stakeholders.
Negotiate easements, access agreements, and surface rights with transparency and professionalism.
Conduct mineral and surface title research to verify ownership and identify encumbrances.
Interpret ROW drawings, plats, deeds, construction plans, and legal descriptions.
Coordinate with internal project teams, surveyors, and legal to align progress with client milestones.
Track and document all landowner interactions, agreements, and project conditions.
Travel regionally within your assigned state or project corridor.

What You Bring

Experience in Right of Way, oil & gas leasing, utility easements, or title abstracting.
Familiarity with state and county land systems in at least one of: OH, PA, WV, NY, MI.
Strong negotiation and interpersonal skills — able to build rapport quickly and professionally.
Competence in reviewing and explaining easement terms, legal descriptions, and construction impacts.
Proficiency with Microsoft Office, GIS, Zoom/Teams, and document collaboration platforms.
Comfortable working in both urban and rural environments, independently and on tight deadlines.
Valid driver’s license and reliable transportation required.
Must operate under a registered LLC for 1099 roles.

What Success Looks Like

Signed easements and access agreements aligned with client goals and timelines.
Clean, organized documentation that meets industry and regulatory standards.
Proactive communication with landowners, clients, and internal teams.
Ability to identify and flag title or curative issues before they delay the project.
A professional presence in the field — trusted by communities and valued by clients.
