Seattle Colleges District Office is looking to hire a Records and Compliance Manager in the District Human Resources team.

Salary Range for this position is $68,435 to $94,504 annually (depending on experience).

Position Summary

Under the supervision of the Director of Compliance, the Records Manager will be responsible for responding to public records requests and will oversee records management for Seattle Colleges District.

This position may supervise lower-level staff.

This position is governed by a collective bargaining agreement with representation by AFT-SPS.

This position is typically scheduled to work Monday through Friday 8:00AM to 5:00PM. The schedule may vary depending on program needs. May be required to work evenings and weekends as needed.

What you will be working on:

Process and respond to requests for public records in compliance with the PRA, RCW 42.56.
Maintain public records request tracking system to monitor timely review and response from departments.
Review responsive records for exempt information and apply redaction rules prior to release.
Prepare and maintain appropriate redaction and exemption logs.
Review email archives for email communication responsive to requests.
Perform file management functions to ensure compliance with public records retention schedules pursuant to RCW 40.14 and title 434 WAC.
Maintain current knowledge of changes in case law and legislation regarding records management and public records requests; update staff in response to changes.
Attend annual Washington Association of Public Records Officers (WAPRO) and other relevant training.
Manage efforts to organize, store, retrieve, and retain records needed to support agency programs and business operations.
Strategically plan, develop and lead coordinated agency initiatives and projects to improve agency records management processes.
Provide analysis, coordination, quality control, and oversight for agency wide activities involving the records inventory, retention, and records disposition.
Continuous research, analysis, and development of processes, systems, and policies to improve records management activities and operations
Work with diverse and interdisciplinary groups to implement change in the organization, improve legal compliance, reduce volume and duplication of data, and protect and preserve records.
Develop and direct the agency’s records training and materials development.
Serve as a Maxient Conduct database Level 5 administrator for the colleges. Manages districtwide implementation and utilization to track Title IX and other discrimination-based complaints. Provides workflow and process training to all employees.
Under direction of the Compliance officer, works closely with assigned Attorney General Counsel to gather information for records and litigation support. Support the Compliance Director on responding to Interrogatories, Requests for Production, and other pleadings on behalf of the colleges.
Assist the Director of Compliance in responding to inquiries in the areas of legal compliance such as ethics, honorarium, and whistleblower protection. Review and initiate the process of all employee submitted honorarium and policy 400 applications through the approval chain.
Assist the Director of Compliance with processing and updating the district’s rules, policies and procedures, as well as support parts of the WAC process, including title IX, records management, filing forms, tracking schedules, ensuring that documents are in the correct format, and communicating as directed to the appropriate parties within the college community and with external agencies.
Aid in the process and management of record-keeping for policies and procedures, including updating and tracking revisions and recording the Board of Trustees’ final approval.
Serve as point of contact for all employee sexual misconduct checks sent and received both internally and externally.
Provide records management and archival training during monthly new hire orientations.
Oversee all training administration through EVERFI and Canvas platforms.
Work with research and student services to make appropriate notifications to the college community concerning sex and kidnapping offenders who are enrolled, employed, or otherwise present on or about the campuses, as authorized by RCW 4.24.550.

What you bring as a candidate: (Any Equivalent Combination of Knowledge, Skills, Abilities, Education and Experience)

Minimum of one year work experience coordinating or administering public disclosure activities or records management systems OR a combination of education, training and practical experience which provides an equivalent background required to perform the work of this position.
Demonstrated experience managing confidential legal documents.
Experience using discovery tool to search for records at an agency level.
