Introduction

The Wisconsin Department of Natural Resources (DNR), Environmental Management Division is recruiting to fill a Contracts and Procurement Coordinator position.

This position is headquartered in the DNR’s Central Office (GEF 2) in Madison, WI. This recruitment may also be used to fill future similar positions.

Remote work may be available for a portion of the work week, after the initial onboarding period.

Position Summary

Purpose of the Position: This professional position has primary responsibility for contracting and procurement for all Remediation and Redevelopment (RR) Program projects supported by the Environmental Repair Fund (including emergency response), as well as contracts paid for with federal Environmental Protection Agency (EPA) and Department of Defense (DOD) grants. Primary responsibilities include procurement, solicitation and bidding support and coordination, contract management including invoice processing, requisition entry, work planning, performance monitoring, and reporting. The RR Program receives approximately $7 million each biennium in state funds for Environmental Repair projects. Additionally, the Program manages approximately $500,000 in contractual costs annually across numerous Federal EPA grants.

Salary Information

Starting pay for this position is between $30.00 to $34.00 per hour (or $ 62,400.00 to $ 70,720.00 annually), in addition to excellent benefits.

This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

This position is included in the classification Contracts Specialist Senior within pay schedule/range 07-04.

Job Details

Remote Work: Based on an assessment of the goals and work activities, this position may be eligible for remote work. Remote work approval is based on individual circumstances and is subject to supervisor approval and DNR remote work policies. Approval is subject to change without notice based on business needs. Employees with approved remote work arrangements are generally expected to work within the state of Wisconsin.

Probationary Period: A 12-month probation may be required.

Travel: Some statewide travel is required for inspections, training, meetings or conferences.

Qualifications

Required qualifications include experience or training with all of the following:

Developing, reviewing and/or managing contracts (may include drafting contracts, applying contract provisions, ensuring conformance to contract requirements, auditing for compliance, updating contractual terms, developing policy and procedures).

Performing financial related duties and/or analyzing financial data (may include invoicing, purchasing, accounting, finance, financial data collection, creating financial reports, accounts reconciliation, accounts payable, budgeting).

Utilizing Microsoft Office Suite, including Word and Excel (e.g. editing/formatting documents, data entry, creating spreadsheets, or comparable tasks).

Basic bidding/procurement procedures (may include developing bidding documents, facilitating solicitations, participating in Request for Proposals/Bids (RFPs/RFBs).

Preferred qualifications include any of the following criteria:
Experience using accounting software in a State, Local, or Federal agency (i.e., IRIS, STAR, PeopleSoft, SUITES, etc.).
Demonstrated procurement experience for large and complex solicitations, possibly involving multiple and competing stakeholders, project needs, and funding sources.

Experience or training in contract negotiation (i.e. contract renewals, price or performance, change orders…etc.).
