Position Description

The Harris County Attorney’s Office (HCAO) is seeking a highly self-motivated and energetic IT Technical Liaison. The successful candidate will provide technical support and expertise to the property tax collection team to ensure the smooth operation of our property tax collection system. The IT Technical Liaison investigates, resolves, and provides prompt technical support in the areas of software, hardware, telephones, data, and operating systems to meet data processing and information needs for the property tax collection team, including internal network access and Internet access.

Duties and Responsibilities:
Database Development & Programming: Performs program design, coding, development, implementation, and maintenance of the SQL litigation database application. This includes implementing solutions to articulated end-user needs using SQL automated workflow functions and queries, improving back-end table structural design, creating database modules, SQL import and export queries, and developing custom codes to continually upgrade database automation.
Integration Development: Develops integrations with other applications and data sources, including writing code to interface with external application API’s, such as district clerk, electronic filing provider, appraisal district, PACER federal court records, county clerk real property records, skip-trace databases, USPS databases, and voter registration databases.
Collaboration: Collaborates with internal team members and Universal Services to develop, optimize, and implement stored procedures on the SQL back-end server. Manages database vendors and contract programmers to perform various tasks which include problem-solving automation design issues, adding additional database functionality, and creating automated document templates that require SQL coding and complex logic, such as loop statements.
Database Administration: Develops and maintains database objects such as file groups, tables, views, and indexes, along with efficient ad-hoc queries, reports, and automated workflows that are customizable to litigation needs. Participates in the development and implementation of SQL database management policies and standards for efficient Quality Control and data administration. As well as planning, coordinating, and implementing security measures to safeguard the litigation database, and using database analytical tools to evaluate database performance.
Departmental Support: Performs various administrative tasks that include participating in one-on-one sessions with the Operations Manager to give and receive feedback, engaging during division and team meetings, responding promptly to phone calls, emails, and other correspondences, executing multiple projects simultaneously while maintaining an effective balance the priorities and high productivity, and monitoring and reporting on project schedules and status.

Requirements

Education and Experience:

Bachelor’s Degree in software development, computer science, business intelligence, information technology, data management, or other related fields and
One (1) year of work experience in programming or database design.

OR

Associate’s Degree in software development, computer science, business intelligence, information technology, data management, or other related fields and
Three (3) years of work experience in programming or database design.

OR

High School Diploma or G.E.D. equivalent from an accredited educational institution and
Five (5) years of work experience in programming or database design.

Knowledge, Skills, and Abilities:

Advanced knowledge of database procedures, Microsoft SQL Server concepts, and SQL Server Management Studio.
Capable of solving complex problems by understanding user requirements and following through with thorough, well-tested solutions.
Excellent interpersonal communication skills and ability to communicate and work in a collaborative group.
Familiarity with using cutting-edge programming tools, including AI.
Mastery of additional programming languages, such as Python and C++.
Strong work ethic, great organizational skills, superb interpersonal and social skills, self-starter, responsible, and enjoy working as part of a team.
Willingness to assist with desktop support issues as needed.
Ability to step through and debug code, e.g., using SQL profiler.

General Information

Located in downtown Houston, the Harris County Attorney’s Office represents Harris County government, the Harris County Flood Control District, the Harris County Toll Road Authority, and the Greater Harris County 9-1-1 Emergency Network in all civil matters, including lawsuits. The office also provides legal advice to county officials and employees.

Position Type and Typical Work Schedule:
This is a full-time position with the typical work hours of Monday – Friday from 8 AM to 5 PM.
Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.
Work Environment and Physical Demands:
This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
Compensation:

The base compensation for this position will be determined on the candidate’s qualifications and the pay of other employees in the job function. Total compensation includes attractive paid leave programs, health benefits, and retirement plans.
In addition, the position is eligible for the accrual of compensatory time off for hours worked over 40 in a workweek, consistent with Harris County personnel policies and procedures.

Employment may be contingent on passing a drug screen and meeting other standards.
