The Controller’s Office is responsible for AARP’s enterprise-wide accounting activities. This includes maintaining internal controls; compliance with federal, state, and other legal reporting requirements; grants management; revenue recognition; general ledger activity; accounts payable/receivable; payroll; tax; and procurement functions to include managing strategic outsourcing, contract negotiation and supplier management.

The Manager, Procurement and Contract Management manages the acquisition of equipment, services, supplies, and/or materials for the organization and the processing of contracts, purchase requisitions, purchase orders, change orders, and requests for bid to suppliers. Partners with cross-functional teams to prepare and negotiate purchasing contracts, subcontracts, statements of work, and other contractual agreements. Manages and executes enterprise-wide sourcing engagements to include Requests for Proposal (RFP), Requests for Quote (RFQ), and Requests for Information (RFI) processes. Manages procurement documentation and administers contractual and procurement information system of record. Promotes and manages the inclusion and usage of diverse suppliers in the supply chain. Collaborates with management to identify opportunities to streamline procurement processes and to develop new procedures that support the business unit/department.
Responsibilities:
Creates, executes, and manages category management plans in one of the organizations main spend areas: Telecom & IT, Marketing and Advertising, Indirect, or Professional Services (each category over $100 million in annual spend) and provides support in a secondary category.

Serves as the primary procurement subject-matter expert in the assigned category, to include but not limited to, developing overall category strategy and researching new product category options to support organizational needs, knowledge of market trends and supplier base dynamics, knowledge of internal usage, demand, and spend forecasts, and managing key supplier contract requirements, performance and relationships.

Collaborates with procurement and business unit leadership to develop overall category strategy, as well as subcategory plans, that include an annual sourcing calendar, a supply market overview, summary of business needs and cost drivers, and current supply-base overview, complete with listing of expiring agreements and plan of action, and researches new product category options to support organizational needs.

Leads large, complex, strategic sourcing projects and contract negotiations, overseeing the execution of subcategory plans within the category management framework and delivering high quality work products in accordance with procurement best practices, procedures, and standards.

Oversees and implements annual category management objectives and targets related to spend under management, spend under contract, spend through approved buying channels, supplier management, savings, and other efficiencies.

Manages and maintains key business unit, supplier, and staff relationships, resolving disputes, managing escalations, and driving innovation and continuous improvement.

Manages and maintains compliance with the organization’s procurement policies, processes and procedures by setting an example of leadership and accountability, educating business partners and staff, and appropriately escalating issues when required.
Qualifications:
Four-year college degree required and 5+ years of commercial procurement experience in category management, contract management and administration, and strategic sourcing with more than $50 million in managed spend.
3+ years of progressive direct people management experience.
Ability to build and implement frameworks to predictably respond to demands of procurement including planned and unplanned requests, resource management, and project prioritization.
Extensive experience in managing complex, high-dollar, procurement actions accurately and efficiently.
Knowledgeable of the source-to-contract and procure-to-pay segments of procurement operations.
Strong commercial negotiation skills with a deep understanding of contractual terms and conditions, and assessing business risk in legal language.
Superior communication, organizational, interpersonal skills; practices independent judgment, discretion, and critical thinking abilities.
Preferred:
Industry-designated certification such as Certified Sourcing Professional (CSP), Certified Professional in Supply Management (CPSM), or Professional Contracts Manager (CPCM).

Hybrid Work Environment

AARP observes Mondays and Fridays as remote workdays, except for essential functions. Remote work can only be done within the United States and its territories.
