Description

Staff attorney position with the primary legal office of the House Democratic Caucus responsible for supporting the work of the Chief Counsel and Deputy Chief Counsel and assigned to serve as counsel to specific legislative standing committees.

This job may be eligible for telework opportunities.

Essential Duties & Responsibilities

Serve as counsel to legislative standing committees as assigned by the Chief Counsel

Conduct legal research and prepare memoranda regarding bills and other issues that come before assigned committees
Draft bills and amendments upon request of assigned committee staff and members
Review regulations promulgated by agencies and boards under the oversight of assigned committees
Attend all voting meetings of assigned committees
Upon request of assigned committee executive directors or chairs, attend committee hearings and informational meetings
Provide advice and counsel to assigned committee staff and Democratic members
Work with advocates, lobbyists, administration officials, other legislative staff and the general public to assure thorough knowledge of issues coming before assigned committees
Provide litigation support including working with outside counsel when necessary
Conduct contract review and negotiation
Brief Chief Counsel, Deputy Chief Counsel and Caucus Leadership staff on issues coming before assigned committees
Conduct research on issues of importance to Caucus Leadership and members as assigned by the Chief Counsel and Deputy Chief Counsel
Work on such other projects as may be assigned by the Chief Counsel and Deputy Chief Counsel
Perform all work related duties as assigned in a confidential manner?
Requires onsite support of team members, staff, and Members, especially during Session. Session essential employees must be physically present at the worksite on Session Days.

Minimum Qualifications

Be licensed to practice law in Pennsylvania
Have at least 5 years of practice experience
Have knowledge of the legislative process
Have the ability to read, analyze and interpret laws, rulings and regulations
Have the ability to respond to inquiries or complaints from constituents, regulatory agencies, members of the business community and Caucus members
Have excellent written and oral communication skills
Legislative drafting skills preferred??
Have the ability to work effectively as part of a team and to meet strict deadlines
Be very flexible with work schedule
Have strong knowledge and operation of MS Office Suite (Excel, Word, Access, Outlook, PowerPoint) and LDPC
