Salary (Monthly)

6,667.00 – 9,334.00, commensurate with qualifications. Newly hired attorneys receive a 6% legislatively authorized salary increase upon hire.

Responsibilities

  • Advise Commissioners on complex legal, regulatory, and infrastructure‑related matters affecting telecommunications, electric, and water and wastewater utilities.
  • Conduct legal research, analysis, and decision‑making support for high‑impact utility regulation and infrastructure issues.
  • Draft and prepare written materials to support Commission decisions.
  • Research, draft, and prepare written materials for contested cases, including engineering analyses and mitigation plans.
  • Collaborate with Commission Advising, Docket Management, and Administrative & Project Services sections.

Qualifications

  • Bachelor’s or master’s degree in accounting or engineering from an accredited college or university.
  • LLB or JD degree from an accredited law school.
  • Licensed with the State Bar of Texas and eligible to practice law in Texas.
  • Minimum of two (2) years of full‑time legal work experience as a licensed attorney; for Attorney III – three (3) years, preferably in utility regulation or administrative law.
  • Experience with electric, telecommunications, or water and wastewater utility regulation, administrative law, or infrastructure‑related regulatory matters (preferred).
  • Experience reviewing or analyzing utility infrastructure applications, engineering analyses, mitigation plans, or compliance filings (preferred).
  • Valid driving record; able to travel for agency business.

Preferred Qualifications

  • Experience with electric, telecommunications, or water and wastewater utility regulation, administrative law, or infrastructure‑related regulatory matters.
  • Experience reviewing or analyzing utility infrastructure applications, engineering analyses, mitigation plans, or compliance filings.
