Legal Office Administrator 1, OGC Jobs in United States at Commonwealth of PA

We are looking for an experienced Business Immigration Associate with 3-5 years of experience who will handle a variety of business immigration cases. The ideal candidate will have significant experience managing a high-volume caseload of petitions and applications, including H-1B, PERM labor certifications, L-1, National Interest Waivers (NIW), EB-1A, EB-1B, O-1, P, and E-2 visas.

Key Responsibilities:

· Independently manage a high-volume caseload with minimal supervision.

· Utilize support staff efficiently to achieve high efficiency and effective case management.

· Advise corporate and individual clients on immigration strategy, compliance, and policy.

· Prepare and file nonimmigrant and immigrant petitions and responses to Requests for Evidence (RFEs) and Notices of Intent to Deny (NOIDs).

· Draft highly detailed petitions, employer support letters, and other case documentation.

· Conduct client consultations and intake interviews to gather detailed information relevant to case strategy.

· Remain current on evolving immigration laws, regulations, and policies.

Specialized Skill Sets:

H-1B Nonimmigrant Visas:

· Deep understanding of specialty occupation criteria and wage level analysis.

· Skilled at preparing complex H-1B petitions including change of status, extensions, amendments, and cap-subject filings.

· Expertise in addressing complex RFE issues

· Ability to draft clear and persuasive employer support letters aligned with Department of Labor (DOL) and USCIS guidelines.

L-1 Intracompany Transfers:

· Experience preparing L-1A (executives/managers) and L-1B (specialized knowledge) petitions.

· Ability to provide guidance on detailed organizational charts, business plans, and position descriptions to demonstrate eligibility.

· Skilled in new office L-1 filings and extension strategies, including compliance with various L-1 regulations and requirements.

PERM Labor Certification:

· Proficiency in end-to-end PERM process management, from drafting detailed job descriptions to final audit responses.

· Experience with prevailing wage determination strategies and recruitment steps to minimize audit risk.

· Ability to conduct and supervise supervised recruitment processes when necessary.

· Familiarity with DOL online systems and compliance requirements.

Legal Drafting:

· Exceptional ability to draft comprehensive petition letters, RFEs, NOID responses, and legal memoranda.

· Ability to tailor drafting style to address specific legal standards and evidentiary burdens.

· Skilled in translating complex client information into strong legal narratives.

· Meticulous attention to detail in proofreading and document organization.

Qualifications:

· Juris Doctor (J.D.) from an accredited law school.

· Graduating in top 25% of class.

· Active bar membership (in good standing) in any U.S. jurisdiction.

· 3–5 years of relevant employment-based immigration experience.

· Strong research, writing, and verbal communication skills.

· Possess extreme attention to detail.

· Ability to work both independently and collaboratively in a fast-paced environment.

· Client-service oriented, with a professional and responsive demeanor.

· Competency in a second language such as Spanish is a plus.
