Summary
The Mayor’s Office of Public Safety (MOPS) strives to serve all Angelenos by implementing and expanding innovative programs, policy solutions, resources and initiatives to build a safer city. The office oversees the City’s public safety agencies, including the Los Angeles Police Department, Fire Department, Emergency Management Department, as well as the law enforcement agencies at the Port of LA and Los Angeles World Airports. MOPS is made up of a Policy Team, Program Team, Grants & Finance Unit, and Crisis Response Team.
Responsibilities
This position assists with conducting research, procurement implementation, contract development, and negotiation. The contract specialist will also advise on policy and program initiatives, as needed.
Draft, negotiate, and oversee professional services contracts for special projects on behalf of the Los Angeles Police Department, Fire Department, Emergency
Management Department, and other city departments.
Provide research and analysis in support of public safety initiatives and legislative priorities;
Research and draft requests for proposals and administer the procurement process in accordance with city, state and federal policies.
Develop and negotiate contracts with other jurisdictions and private sector partners on regional homeland security and emergency preparedness initiatives.
Requirements
Master’s Degree with 1-2 years experience in contract development and/or compliance
Excellent written and oral communication skills, including the ability to work with City departments to define and articulate project requirements
Strong analytical skills, demonstrating the ability to apply administrative policies and compliance functions
Preferred Qualifications
Juris Doctor degree
1-2 years prior government or security-related work experience are favored and/or legal experience
